Program Improvement


Previously, under the No Child Left Behind (NCLB) Act, Title I funded schools and local educational agencies (LEAs) that did not make Adequate Yearly Progress (AYP) were identified for Program Improvement (PI). Schools and LEAs identified as PI were required to conduct specific activities to improve performance.

Important Notice

The Every Student Succeeds Act (ESSA) was signed into law by President Barack Obama on December 10, 2015. The ESSA reauthorizes the Elementary and Secondary Education Act (ESEA), the nation’s federal education law, and replaces the NCLB Act.

On January 13, 2017, the U.S. Department of Education released additional guidance relating to support for low-performing schools during the 2017–18 transition year.

Beginning with the 2017–18 school year, LEAs will meet state and federal planning requirements through the Local Control and Accountability Plan (LCAP) [http://www.cde.ca.gov/re/lc/index.asp] and the Consolidated Application Reporting System (CARS) [http://www.cde.ca.gov/fg/aa/co/cars.asp]. LEAs that have previously addressed areas of improvement through a revised LEA Plan should address areas for improvement to be implemented in the 2017–18 school year using the LCAP.

The Statewide System of School Support (S4) provides intensive and sustained support and improvement for LEAs and schools receiving Title I funds to increase the opportunity for all students to meet the state's academic content and achievement standards.
