Application Window for Digital Library State Network of Educators Now Open
Smarter Balanced is developing a Digital Library of formative assessment tools and practices, which will be an online, interactive clearinghouse of resources to assist teachers in tailoring instruction to meet students’ needs. The California Department of Education (CDE) is forming a State Network of Educators to review resources for inclusion in the Digital Library. Members of this team will be trained to evaluate resources on the basis of criteria established by Smarter Balanced. To form this team, the CDE is seeking K-12 and higher education professionals with expertise in the Common Core State Standards and formative assessment tools and practices. Each team member also must have experience teaching one or more of the following student groups: general education; gifted and talented; English learners; and students with disabilities.

Draft Accessibility and Accommodations Framework Released for Public Review
The Smarter Balanced Assessment Consortium has released its draft Accessibility and Accommodations Framework for public review and comment. The framework explains the conceptual underpinnings of the approach that is expected to be used by Smarter Balanced to address accessibility tools and accommodation options for students taking the Smarter Balanced assessments. In developing this framework, Smarter Balanced consulted with nationally recognized experts on English learners and students with disabilities as well as staff from Smarter Balanced member states who specialize in the instruction and assessment of students who are English learners and students with disabilities. The framework represents a significant effort to ensure accurate and valid measures of achievement and growth for all students, regardless of visual, auditory, linguistic, or physical needs.
Smarter Balanced will collect feedback on the draft framework through June 14, 2013. Consolidated feedback on behalf of organizations is especially encouraged. The draft framework and instructions for providing feedback are available on the CDE Smarter Balanced Accessibility and Accommodations Web page.
Practice Tests to Be Released May 29
On May 29, Smarter Balanced will release a set of Practice Tests. The Practices Tests will be publicly available, and no login or secure browser will be required to access them. For each of grades three through eight and grade eleven, a Practice Test will be available in English–language arts (ELA) and mathematics. The Practice Tests will provide the opportunity to experience items that look and function like those found on the Pilot Test. Each Practice Test will include selected and constructed response items as well a performance task and will follow a test blueprint similar to the blueprint intended for the operational test.
Assembly Bill 484 Legislative Activity
Assembly Bill (AB) 484 proposes the establishment of the California Measurement of Academic Performance and Progress for the 21st Century (CALMAPP21), which would succeed the existing Standardized Testing and Reporting (STAR) Program. AB 484 was passed by the Assembly Education Committee on May 1, 2013, and is expected to be reviewed by the Assembly Appropriations Committee in late May.
