Dear American Recovery and Reinvestment Act Subrecipients:
Thank you for your assistance in providing information for the September 2010 quarterly reporting required by the American Recovery and Reinvestment Act (ARRA) of 2009. The California Department of Education (CDE) had a 97 percent response rate and appreciates your effort in making the ARRA data collection and reporting process a success.
This letter provides information on: (1) December 2010 Quarterly Reporting under ARRA Section 1512; (2) Education Jobs Fund Reporting; and (3) Instructions for Reporting.
December 2010 Quarterly Reporting Under American Recovery and Reinvestment Act Section 1512
The deadline for the ARRA Section 1512 December 2010 Quarterly Report is Friday, December 10, 2010. I advise ARRA subrecipients to familiarize themselves with recent updates to the reporting requirements by reviewing information contained in this letter and the CDE Web pages referenced.
The Federal Education Jobs and Medicaid Assistance Act of 2010, House Resolution 1586, was signed by President Barack Obama on August 10, 2010. Under this act, the Education Jobs (Ed Jobs) program was created. In accordance with Section 101 of the act, local educational agencies (LEAs) must fulfill the quarterly reporting requirements under Section 1512 of ARRA. Beginning this reporting period, the CDE has incorporated the Ed Jobs report into the Section 1512 data collection. Subrecipients are required to provide specific information on the use of Ed Jobs funds by marking the appropriate expenditure boxes.
LEAs must use the Ed Jobs funds at the school site level for compensation and benefits and other expenses, such as support services, necessary to retain existing employees; to recall or rehire former employees; and to hire new employees in order to provide early childhood, elementary, or secondary educational and related services. This includes salaries, performance bonuses, health insurance, retirement benefits, incentives for early retirement, pension fund contributions, tuition reimbursement, student loan repayment assistance, transportation subsidies, and reimbursement for child care expenses. Funds may be used to restore reductions in salaries and benefits, to implement increases, or to eliminate furlough days.
The CDE will continue to use the data collection system on the CDE ARRA Reporting and Data Collection System Web page at http://www.cde.ca.gov/ar/rr/rptingdatcol.asp to collect information for each grant from subrecipients to comply with the ARRA Section 1512 reporting requirements. This reporting cycle covers the period from the effective date of each grant through December 31, 2010. The data system is currently open to subrecipients for data submission. Data must be submitted no later than Friday, December 10, 2010.

Note that local educational agencies (LEAs) that receive ARRA Child Care and Development Block Grant (CCDBG) funds should
use their ARRA LEA passwords. Non-LEA child development agencies receiving ARRA CCDBG funds should use their Child
Development Management Information System (CDMIS) username and passwords.
