SMC Chair Sullivan called the RLA/ELD SMC meeting to order at 10:15 a.m.                                                

A. Proposed Agenda for the Publisher Briefing on Standards Maps on December 6, 2007

 A proposed draft agenda presenting the standards maps at the upcoming Publisher Briefing scheduled for December 6, 2007, was reviewed. No changes were made to the agenda. Discussion noted that the day is broken up into basic programs in the morning and intervention programs in the afternoon. Information relevant for all program standards maps will be reviewed in Program 1, and then will not be repeated for each program. During review of English Language Development Matrices, K-8, additional explanation will be included emphasizing to publishers that this adoption criteria is different compared to programs approved under AB 1802 or SB 1113. Time will also be allocated to discuss Publisher Bulletin #5 and other publisher questions.

B. Review Draft Publisher Bulletin #5 – Publisher’s Questions and Answers

A draft of Publisher Bulletin #5 was reviewed. The bulletin was composed of publisher questions and concerns received over the past few months. Questions are organized into three sections: basic programs, intervention programs, and general questions. The committee reviewed the document question by question, editing, revising and reordering questions.

Some changes in the Basic Programs section included adding more depth to #3 regarding ELD component, adding clarification about author’s purpose in #5, and removing #7 until staff can further clarify intent with publisher. Question #8 was moved to the intervention section. Members agreed that Question #14 needed further investigation and reviewed by the attorneys. In addition, Chair Sullivan requested a new question and answer be added clarifying what six technical skills were referenced in Criterion 32.c. For questions regarding the Intervention Programs, additional clarification was added to Questions 15 & 16 regarding decodable passages, and to Questions 24 & 27 regarding the inclusion of criteria language addressing writing prompts.
