SMC Chair Wooldridge called the Physical Education SMC meeting to order at 4:00 p.m.
1. Revision of the Physical Education Framework for California Public Schools (Information/Action)
- Comments from Physical Education Subject Matter Committee Members on Draft Revised Physical Education Framework for California Public Schools
SMC Chair Wooldridge asked Ms. Glen-Lambert and Commissioners if they thought the draft framework met the guidelines set by the Curriculum Commission. Ms. Glen-Lambert responded that the CFCC had met the guidelines and had focused on the standards in every chapter of the framework. All participating Commissioners agreed that the CFCC had met the Commission’s guidelines.
SMC Chair Wooldridge asked the Commissioners for comments or suggested edits on the draft framework. Chair McRae commented that she especially liked and appreciated a sentence in the chapter on universal access (Successful participation in physical activities by students with disabilities depends on the teacher’s attitude and skill in providing instruction and support to all students.) and would like to build on that statement. Staff suggested that the sentence be highlighted in the text as a “pull” quote and there was agreement to that suggestion. Commissioner Munger volunteered to develop language to explain the differences between the use of terms such as force in science and in physical education and hoped to have that language prepared by the September SMC meeting.
Ms. Glen-Lambert commented that the new language in Edit #43 on the chart of staff-suggested edits did not capture the subtlety of the original language. The SMC asked Ms. Mohnsen to prepare another example more in keeping with the intent of the original language.
- Process for Physical Education Subject Matter Committee revisions to the draft document
SMC Chair Wooldridge asked for responses to the three comments from members of the CFCC. Commissioner Munger noted that the suggested changes in the progression column of the chart on page 5 of chapter 7 did not work well with the individualization method of varying speed. Ms. Wilson suggested that the progression be changed to “fluff ball, sponge ball, bean bag, and playground ball” and the SMC members agreed.
SMC Chair Wooldridge recommended that the chart of suggested edits be revised to include the changes proposed. The SMC members agreed to authorize Chair Wooldridge to review the revisions to the chart before it is sent out with the agenda materials for the September Curriculum Commission meeting.

The SMC members decided that there was no need for an additional meeting of the SMC. The SMC members agreed by consensus to delegate to SMC Chair Wooldridge and Commission Chair McRae the review and approval of the draft framework, with any changes that are approved at the September Curriculum Commission meeting, and any minor edits identified by staff (e. g., grammar, punctuation, word order, citations) before the draft framework is sent out for field review.
2. Review of Draft Survey Form Questions for Field Review (Information)
SMC Chair Wooldridge asked for comments on the draft survey questions. The SMC members responded that draft questions were good questions and did not need changes.
