SMC Chair Sullivan called the RLA/ELD SMC meeting to order at 9:05 a.m. She announced that the State Board of Education has appointed Dr. Yvonne Chan as its liaison for Reading/Language Arts and English Language Development issues.
A. Preparation for August 24, 2007 Publisher Briefing
SMC Chair Sullivan provided an overview of the goal for the August 24, 2007 Publisher Briefing which is to review the criteria requirements for English learners in programs 1, 2, 3, and 5. SMC Chair Sullivan then reviewed the events of the June 20, 2007 RLA/ELD SMC meeting.
B. Review of the PowerPoint Slides for August 24, 2007 Publishers Briefing
A proposed draft agenda developed by CDE for the upcoming Publishers Briefing was presented by Irma Hernandez-Larin for programs 1, 2, 3, and 5.
SMC Chair Sullivan provided a draft power point slide presentation developed in collaboration with Commission Chair McRae for the upcoming Publishers’ Briefing focusing on English learners (EL). The power point is organized to highlight the evaluation criteria EL requirements in Programs 1, 2, 3, and 5. In addition, the presentation points out the differences between the extra 30 minutes of support that is part of all basic programs, and the additional 60 minutes of support for ELD instruction in Programs 2 and 3.
Commissioners, staff and audience members discussed how the 30 minutes of extra support for English learners differs from the 60 minutes of English-language development instruction. A discussion followed in relationship to Program 3, and the appropriate modifications for primary language.
Susan Martimo proposed to work on the power point developed by Commissioner Chair Mc Rae and SMC Chair Sullivan to include their edits and corrections. A RLA/ELD SMC meeting is scheduled for Friday, August 3, 2007 to discuss these changes.
C. Update on IMAP and CRP Applications
For information, an update on IMAP and CRP applications received to-date for the 2008 RLA/ELD Primary Adoption panels was provided.
D. List of Possible Publishers and Programs
For information, a listing of possible publishers and programs for the 2008 Reading/Language Arts Primary Adoption was provided.
