SMC Chair Sullivan called the RLA/ELD SMC meeting to order at 9:05 a.m.
A. Updated Publishers’ Questions and Answers – dated July 25, 2007
Chair Sullivan presented the final draft copy of the Publishers’ Questions handout with the minor edits and corrections from the SMC meeting on July 10, 2007. The document will be sent to publishers now. If any new questions are received, they will be addressed and added for the upcoming publisher’s briefing.
B. Review of the Draft Agenda for August 24, 2007 Publishers Briefing
A proposed draft agenda for the upcoming Publishers Briefing was reviewed. Change was made to have two publisher’s question times, one following the presentations of Programs 1, 2 and 3; and adding publisher’s questions following the presentation of Program 5.
C. Review PowerPoint Slides for August 24 Publishers’ Briefing Programs 1, 2, 3, and 5
Chair Sullivan provided a general overview of the organization and draft PowerPoint slide presentation developed with Chair McRae for the upcoming Publishers’ Briefing focusing on English learners in Programs 1, 2, 3, and 5. The PowerPoint will organize the EL issues around program types and will also focus on the differences between the extra 30 minutes of support that is part of all basic programs, and the additional 60 minutes of support for ELD instruction in Programs 2 and 3. Slides were also reviewed for Program 5, the stand-alone intensive intervention program for English learners.
Commissioners, staff and audience members discussed and made suggested changes to the organization and content of the slides using the outline of the approved agenda for the publishers’ briefing as a guide. Susan Martimo presented edits and changes that focused on the slide information accurately reflecting exact framework and evaluation criteria language. Possible comments and quotes from the framework for the talking points were highlighted, including the importance of vocabulary and concept development as well as effective practice techniques.
Based on the extent of changes and additions to the slide presentation, as well as the need to develop talking points, the publishers’ briefing date was changed. A RLA/ELD Committee meeting will be held on August 24, 2007, to review the slide presentation and draft talking points. The Publishers’ Briefing was rescheduled to Thursday, September 6, 2007, with a location to be determined.
D. Fact Sheet Comparing 30 Minutes of Extra Support and 60 Minutes of ELD
Participants were directed to the one-page handout that highlighted the major differences between support for English learners as compared to English-language development.
E. Update on IMAP and CRP Applications
For information, an update on IMAP and CRP applications received to-date for the 2008 RLA/ELD Primary Adoption panels was provided.
F. List of Possible Publishers and Programs
For information, a listing of possible publishers and programs for the 2008 Reading/Language Arts Primary Adoption was provided.
G. Other Matters/Public Comment
Daly Jordan-Koch, liaison from CTA, appreciated the focus of discussion on the framework, and the need for curriculum to help classroom teachers reach and effectively teach the diversity of students in the state.
Thomas Adams and Suzanne Rios reported on their recent attendance at the NASTA Conference in Portland. They volunteered the Sacramento area to host the association’s winter meeting that will focus on English learners.
