SMC Chair Maravilla called the Reading/Language Arts/English Language Development (RLA/ELD) SMC meeting to order.

  1. Reading/Language Arts Framework and Field Review (Information)
    1. Discuss Final Results From the Reading/Language Arts Framework Field Review
      CFIR staff provided the RLA/ELD SMC with a report on the Final Rating Data from the Reading/Language Arts Framework Field Review (October 14, 2005 - December 12, 2005). Online Field Survey results reflect overwhelmingly positive support by survey participants for the draft of the Reading/Language Arts Framework.
    2. Presentation by Dr. Linda Gonzales
      Dr. Gonzales addressed how the draft Instructional Materials Adoption Criteria meets the instructional needs of English learners.
    3. Review and discuss public comment from the field review and online survey and potential revisions to the draft Reading/Language Arts Framework (Information).
      Included in the discussion was a review of the Subject Matter Committee's Guiding Principles for the English/Language Arts/English Language Development Instructional Materials Adoption Criteria established by the RLA/ELD SMC (August 18, 2005 Meeting) in alignment with Education Code 60200. The 2008 English/Language Arts/English Language Development Adoption Criteria must be:
    • Aligned to the English-Language Arts Content Standards
    • Guided by the content of the Reading/Language Arts Framework
    • Supported by current and confirmed research (defined in EC Section 44759.6(f)

    The SMC also reviewed the Scope of Work for updating the Reading/Language Arts Framework. Based on consensus of the Commission in November 15, 2002 the following is the Scope of Work for updating the Reading/Language Arts Framework as agreed upon by the RLA/ELD SMC (June 16, 2005 Minutes):

    • Update the research citations in the Framework to reflect current and confirmed research [citation compliance with EC Section 44759.6(f)].
    • Update the Framework to reflect changes in state assessment system and changes in state and federal laws.
    • Update the English/Language Arts/English Language Development Instructional Materials Adoption Criteria.

    The RLA/ELD SMC reviewed public comment from the Framework Online Survey and Field Review and discussed potential revisions to the draft Reading/Language Arts Framework.


    The SMC agreed to review all new suggested changes to the Reading/Language Arts Framework during the RLA/ELD SMC meeting scheduled on January 26, 2006.
  2. Other Matters/Public Comment
    The RLA/ELD SMC received public comment regarding the draft Reading/Language Arts Framework from the following:

  • Kimberly Doyle, North Sacramento Elementary School District
