The Instructional Quality Commission (IQC or Commission) is an 18-member panel that includes two Members of the Legislature appointed, respectively, by the Senate Committee on Rules and by the Speaker of the Assembly and serving at the pleasure of their appointing powers. The legislative members participate in the Commission's work to the extent that such participation is not incompatible with their positions as Members of the Legislature. The State Board of Education (SBE) appointed 13 of the 16 public members, and the other three are appointed, respectively, by the Governor (Carlos Ulloa), the Senate Committee on Rules (Carla Herrera), and the Speaker of the Assembly (Vacant). The public members serve four-year, staggered terms and may serve only one full term.

The Instructional Quality Commission will hold a half-day meeting on Monday, September 9, 2013, at the location indicated on the previous page. The meeting will include some activities involving the Commission as a whole. The following outline of activities is provided for convenience only. The actual order of business may be changed without notice by the Commission Chair to accommodate the needs of members, invited presenters, and key staff. Anyone interested in a particular matter should plan on being in attendance for the whole Monday, September 9, 2013. Timing and order of activities may change. The Full Commission will commence, recess, and reconvene as necessary throughout the half-day meeting.

THE AGENDA LISTING IS ILLUSTRATIVE OF THE MATTERS TO BE CONSIDERED, BUT IT IS NOT NECESSARILY EXHAUSTIVE

The agenda for this Instructional Quality Commission meeting may involve the full scope of its statutory responsibilities which includes studying the problems of courses of study in the schools of the state; developing criteria for and conducting the evaluation of instructional materials; and recommending minimum standards for courses of study, curriculum frameworks, and the adoption or rejection of instructional materials. The Commission reserves the right to consider specific matters and take action within the full scope of its responsibilities. The list that follows is illustrative of the matters to be considered, but it is not necessarily exhaustive.

Persons wishing to address the Commission on a subject to be considered at this meeting, including any matter that may be designated for public hearing, are asked, but not required, to notify the Curriculum Frameworks and Instructional Resources Division Office (see telephone/fax numbers below) by noon of the third working day before the scheduled meeting/hearing, stating the subject they wish to address, the organization they represent (if any), and the nature of their testimony. Time is set aside for individuals so desiring to speak on any topic NOT otherwise on the agenda (please see the detailed agenda for the Public Session). In all cases, the presiding officer reserves the right to impose time limits on presentations as may be necessary to ensure that the agenda is completed.
