Call to Order

Lawrence (Larry) Herrera, Chair, called the meeting to order at 10:05 a.m.

The Pledge of Allegiance was recited.

Feliza Ortiz-Licon was connected to the meeting through conference call.

Approval of Agenda

Lucy McProud moved to approve the agenda for October 19, 2015. Clell Hoffman seconded the motion. The Child Nutrition Advisory Council (CNAC) voted to approve the October 19, 2015 meeting agenda.

Approval of Minutes for the August 10, 2015, CNAC meeting

The CNAC proposed a few minor edits to the August 10, 2015, CNAC meeting minutes. Lucy McProud moved to approve the minutes as amended, and Nori Grossmann seconded the motion. The CNAC voted to approve the August 10, 2015 meeting minutes.

The CNAC then moved to elect a new vice chair. Lucy McProud nominated Clell Hoffman. Cody Williams seconded the nomination. The CNAC voted to elect Clell Hoffman as vice chair.

There was no public comment.

Item 1

From the Nutrition Services Division (NSD), Sandip Kaur, Division Director

General Updates

Sandip Kaur informed the CNAC of NSD updates and priorities.

The NSD created a new Resource Management Unit in November 2014 to assist the Field Services Unit (FSU) in completing administrative reviews (AR) and provide customers with policy guidance on the proper use of cafeteria funds.

The FSU conducted 342 School Nutrition Program (SNP) ARs last year.

The NSD received approval from the USDA for a one-time waiver to add a fourth school year to the first three-year cycle.  

Lunch participation in California has increased 1.07 percent over 2014, and California’s meal participation growth rate greater than the national rate.

The Sacramento Distribution Center temporarily suspended its services due to some unforeseen maintenance repairs. However, operations resumed on October 1, and they are now back on track.

A few of the NSD’s priorities for 2015–16 include continuing to implement the Healthy Hunger-Free Kids Act of 2010 and providing introductory training and guidance on local procurement requirements.

Item 2
Subject: Local Control Funding Formula

Larry Herrera asked if the CNAC members had anything to share on the topic of the Local Control Funding Formula (LCFF) or the Local Control and Accountability Plan (LCAP).

After speaking with his superintendent, Clell Hoffman concluded that everybody says nutrition is important but does not know where to begin with implementation. He does not believe nutrition education will become part of the school day until it is part of the Education Code.

Cody Williams shared that there are garden coordinators at every school in his district, but they are not funded by the LCAP. He is in charge of the School Nutrition and Advisory Council in his district so he meets with the garden coordinators. The implementation of common core sometimes makes gardening difficult. At Sonoma Valley USD, they use a mobile trailer, built by high school students, and used by local chefs for monthly demonstrations. The cafeteria fund is used to put together harvest baskets with fliers and nutritional items, and outside companies provide products to include in the baskets. The Association of California School Administrators could help to distribute this information more widely.

General Updates (continued)

From the NSD, Carol Chase Huegli, Associate Director

Carol Chase Huegli provided copies of the 2015 Congressional Letter regarding the Proposed Rule Nutrition Standards in School Meals and the corresponding attachment.

Ms. Chase Huegli also provided copies of the letter entitled Final Comments to the USDA Regarding the Administrative Reviews in the School Nutrition Programs Proposed Rule.

Item 3

From the NSD, Tracey Smith, Staff Services Manager I

Subject: Updates on Direct Certification and Assembly Bill 402

Tracey Smith shared a PowerPoint presentation on Direct Certification.

The CNAC adjourned for lunch at 11:56 a.m.

The meeting was reconvened at 12:48 p.m.

Item 4

From the NSD, Karen King, Child Nutrition Supervisor I

Subject: Administrative Review

Karen King presented on behalf of Suzanna Nye and Janice Hunt. She presented a PowerPoint presentation on the AR process, with a focus on the top findings from School Year (SY) 2014–15.

The top five findings were the following:

  • Meal components and requirements
  • Food Safety
  • Meal Counting and Claiming
  • Certification and benefit issuance
  • Civil Rights

Possible agenda items for the December 7, 2015 meeting
  1. Tracey Smith to come back and discuss AB 402
  2. Community Eligibility Provision
  3. Input on new procurement requirements for all child nutrition programs
  4. Updates to Dietary Guidelines for America
  5. Hear from Dena Boortz about the LCFF meeting she attended.
  6. Invite a Pittsburg USD representative to learn how they are using the LCFF to expand nutrition education.
