Review and Adoption of Meeting Notes

  • ACTION: Commissioner Barber moved to adopt the meeting notes from the February 8, 2012, ACCS meeting with stated edits. Commissioner Washington seconded the motion.

Item 1: Consideration of Requests for Determination of Funding as Required for Nonclassroom-based Charter Schools Pursuant to California Education Code sections 47612.5 and 47634.2.
  • ACTION: Commissioner Barber moved to support CDE’s recommendations for charter schools 1370, 1371, 1311, 0109, 0310, 0760, 0015, 0362, 0753, 0395, 0399, 0332 as listed in Attachment 1. Commissioner Porter seconded the motion.

ITEM 2: Consideration of Requests for Determination of Funding for Prior Years as required for Nonclassroom-based Charter Schools Pursuant to California Education Code sections 47612.5, and California Code of Regulations Title 5 Section 11963.4(c).
  • ACTION: Commissioner Porter moved to support CDE’s recommendation for charter school 0285. Commissioner Davis seconded the motion.

ITEM 3: Reconsideration of Requests for Determination of Funding as required for Nonclassroom-based Charter Schools Pursuant to California Education Code sections 47612.5 and 47634.2, and California Code of Regulations Title 5 Section 11963.4(g).
  • ACTION: Commissioner Barber moved to recommend 85 percent funding for two years for charter schools 1131 and 0013. Commissioner Davis seconded.

ITEM 4: Ackerman Charter School District: Consider a Petition to Renew Districtwide Charter.
  • ACTION: Commissioner Barber moved to accept CDE’s recommendation. Commissioner Davis seconded the motion.

    • No Votes: None
    • Abstentions: None

    • The motion passed with seven votes.
ITEM 5: Lifeline Education Charter School: Consider a Petition to Renew Charter Currently Authorized by the State Board of Education.
  • ACTION: Commissioner Barber recused herself from the discussion. Commissioner Bauer moved to recommend the approval of the Lifeline charter renewal petition to the SBE. Commissioner Davis seconded the motion.
    • Commissioner Porter commented to the petitioners that looking at starting at grade six is a big issue and recommended looking at the Harlem Children’s Zone to build a pipeline.
    • Commissioner Washington urged the petitioners to work with the CDE to clear up the credentialing problems identified by the CDE.

ITEM 6: Petition for Establishment of a Charter School under the Oversight of the State Board of Education: Consideration of the Multicultural Achievement Technology Teaching and Innovative Experiences Academy of Change, which was denied by the Los Angeles Unified School District Board of Education and the Los Angeles County Office of Education Board of Education.
  • ACTION: Commissioner Barber moved to support CDE’s recommendation to deny the petition to establish the MATTIE charter school under the oversight of the SBE. Commissioner Davis seconded the motion.

    • No Votes: Washington
    • Abstentions: None
    • Absent: Ryan, Thomsen
    • Motion passed with six votes.
ITEM 7: Long Valley Charter School: Consider a Material Revision of the Charter.
  • ACTION: Commissioner Barber moved to recommend the material revision of the Long Valley Charter School with the following conditions and stipulations:
      • That the school have a maximum of 3 resource centers and up to 500 students, subject to the standard language in the CDE/Charter MOU.
      • That the petitioners present CDE with certificates of occupancy for the resource centers and that the center be ADA compliant.
      • Provide verification that all teachers are credentialed and highly qualified.
    • Commissioner Porter seconded the motion.

ITEM 8: Long Valley Charter School: Consider Issuing a Notice of Intent to Revoke Pursuant to California Education Code Section 47607(e).
  • ACTION: Commissioner Davis moved to recommend the SBE not move forward with issuing the notice of intent to revoke, on the condition that Long Valley provides the CDE with substantiation of highly qualified teacher status, that certificates of occupancy are not issued, and that there is a plan for the resources centers to be made ADA accessible. Commissioner Barber seconded the motion.
