Commissioner Bauer called the meeting to order at approximately 9:35 a.m.

Review and Adoption of Meeting Minutes

  • Action: Commissioner Ryan moved approval of minutes from the Wednesday April 9, 2014 ACCS meeting.
    • Commissioner Founts seconded the motion.
    • Yes votes: Bauer, Davis, Engleberg, Founts, Russell, Ryan, Thomsen, Washington
    • No votes: None
    • Abstentions: None
    • The motion passes with 8 votes.

AGENDA ITEMS

ITEM 1: Petition for the Establishment of a Charter School Under the Oversight of the State Board of Education: Consideration of the Thrive Public School which was denied by the San Diego Unified School District and the San Diego County Office of Education.

California Department of Education (CDE) Recommendation:

The CDE recommends the following: The CDE proposes to recommend that the SBE hold a public hearing to approve, with technical amendments, the petition to establish TPS for a five-year term effective July 1, 2014, through June 30, 2019, under the oversight of the SBE, based on the CDE’s findings pursuant to EC sections 47605(b)(1), 47605(b)(5), and California Code of Regulations, Title 5 (5 CCR) Section 11967.5.

  • Action: Commissioner Ryan moved recommendation to the SBE of CDE staff recommendation.
    • Commissioner Founts seconded the motion.
    • Yes votes: Bauer, Davis, Engelberg, Founts, Ryan, Thomsen, Washington
    • No votes: None
    • Abstentions: Russell
    • The motion passes with 7 votes.

 

ITEM 2: Petition for Establishment of a Charter School Under the Oversight of the State Board of Education: Consideration of the Rosamond Community Charter Elementary School, which was denied by the Southern Kern Unified School District and the Kern County Board of Education.

California Department of Education (CDE) Recommendation:

The CDE recommends the following:

The CDE has no recommendation at this time.

  • Action: No action taken. The lead petitioners of Rosamond Community Charter Elementary School chose to place their item on hold and be heard at the October 8, 2014, ACCS meeting.
