REVIEW AND ADOPTION OF MEETING NOTES

Commissioner Davis seconded the motion.

Yes Votes: Bauer, Davis, Kovacic, Ryan, Sigman, Thomsen.

No Votes: None.

Abstention: Barber.

ITEM 1
Subject: Petition for the Establishment of a Charter School Under the Oversight of the State Board of Education: Consideration of Rocketship Charter School, San Francisco (RSSF), Which Was Denied by the San Francisco Unified School District Board of Education.

Commissioner Davis seconded the motion.

Commissioner Barber disclosed that other Rocketship charter schools participate in the El Dorado County SELPA, but there have been no conversation regarding whether this school might participate in the SELPA. However, she has consulted with her attorney and SBE legal counsel, who have advised that because she does not have a financial interest in the decision, she does not have a conflict of interest.

Aye Votes: Barber, Bauer, Davis, Kovacic, Ryan, Thomsen.

No Votes: Sigman.

Motion passes 6-1.

ITEM 2
Subject: Petition for the Establishment of a Charter School Under the Oversight of the State Board of Education: Consideration of Rocketship Oakland (RSO), Which Was Denied by the Oakland Unified School District Board of Education and the Alameda County Office Board of Education.

Commissioner Davis seconded the motion.

Aye Votes: Barber, Bauer, Davis.

No Votes: Kovacic, Ryan, Sigman, Thomsen.

Motion Failed. 3-4.

Commissioner Kovacic seconded the motion.

Commissioner Barber clarified that Deputy Superintendent Sigman motion was to support the CDE staff’s recommendation which was based on the financial concerns detailed in the agenda item (4 bullets on page 2). Deputy Superintendent Sigman answered in the affirmative.

Based on that clarification, Commissioner Kovacic withdrew her 2nd.

The motion failed for lack of a second.

The Commissioners discussed the reasons why they declined to recommend approval of the petition to the SBE. There was consensus that their reasons were based on the fact that the petition did not address the needs of the target population and the need for RSO to obtain additional community support.

The meeting adjourned at 3:10pm.
