Supplemental Instructional Materials Review for Mathematics, Category 2

Thank you for your response to our publisher survey dated October 15, 2012, indicating that you wish to continue to participate in the Supplemental Instructional Materials Review Category 2 Mathematics (SIMR 2 Mathematics) aligned to the Common Core State Standards (CCSS) that was postponed in June 2012.

Assembly Bill 1719 (Fuentes) added California Education Code (EC) Section 60605.88 to state law, authorizing the continuation of the SIMR 2 Mathematics. This bulletin includes information about the schedule and process that will be used for this review.

Schedule of Events

A schedule of dates associated with this review is provided as an attachment to this bulletin. As you have submitted your documentation to participate in the review, including the Excel listing of your program components, you do not need to resubmit those documents again.

The review process will be similar to that used during a state adoption of instructional materials. Panels of teachers and content experts recruited by the SSPI and SBE will review the submitted supplemental instructional materials for alignment to the evaluation criteria. The training of reviewers and their deliberations will be held at the San Joaquin County Office of Education in Stockton. The reviewer training will take place on February 8, 2013, while the subsequent deliberations will be held on

April 18-19, 2013. All meetings will be open to the public, and publisher representatives are strongly encouraged to attend both events.

Sampling Process

The deadline for submission of the supplemental materials and the accompanying standards map for them is February 22, 2013. Each publisher will receive a customized bulletin immediately after the reviewer training with the specific addresses of those reviewers assigned to receive specific programs from that publisher, as well as the California Department of Education (CDE) and those Learning Resource Display Centers that have elected to receive samples.

The sample packets must include the following items:

  • A complete copy of your supplemental instructional materials. We encourage you to submit samples in digital format.
  • Short Description: Publishers should include with the distributed materials a copy of their narrative program description. This description must be no longer than three pages in length.
  • An inventory list of all components: Publishers should provide a list of all components in a submitted program, including the title and ISBN (or other identifying number). This can be a copy of the original Excel submission form that was submitted to CDE in May 2012.
  • Standards Maps: Publishers should provide completed Standards Maps in digital form and in hard copy for each submission. These documents must be completed with citations by publishers showing where their program meets the content outlined in the Common Core State Standards for Mathematics, with California additions (CCSSM). For Category 2 submissions, the blank maps are posted on the CDE SIMR Web page at (http://www.cde.ca.gov/ci/cr/cf/suptsupmatreview.asp). All standards identified in those maps must be fully met for a program to be eligible for recommendation.

If you have multiple versions of your materials in different formats (e.g., a digital and hardbound edition), you only need to sample one set if the content of those materials is otherwise identical. In those cases we recommend that you sample the digital format. Also, please do not include alternate editions provided in another language.

If your program includes games or other manipulative materials; for example, a game of phonics bingo which includes sufficient materials for 20 students to play the game at a time, please send only enough materials for one student at each grade level. Reviewers need to be able to review all activities described in the program. You will need to provide an inventory list of all such materials shipped so that the reviewer can easily identify the items.

If you package items in groups; for example, placement tests in packages of 25, send only one copy of the test to each reviewer.

CDE staff will update the address lists with the most up-to-date information provided by the reviewers at the training. We will send that bulletin shortly after training both as an e-mail to the Primary Contact listed on your Publisher Contact Form, and as a hard copy to the address you provided. If your company has not yet submitted a Publisher Contact Form, please do so, as it will ensure that our correspondence goes to the proper people at your company. A copy of the Publisher Contact Form is provided as an attachment to this bulletin.

Publisher Briefing

A briefing for publishers participating in the resumed SIMR 2 Mathematics will be held on January 23, 2013. This briefing will focus on the schedule of events and submission process for the upcoming review. Your adoption managers and the editorial staff working on supplements aligned to the CCSSM are encouraged to attend. The specific meeting information is provided below.
