Dear County and District Superintendents, Charter School Administrators, and Regional Occupational Centers and Programs Superintendents and Directors:
The California Department of Education (CDE) is seeking applications from any elementary, secondary school Career Technical Education (CTE) Program, or Regional Occupational Centers and Programs (ROCPs) with Web page design expertise to develop the design for a new segment of the CDE Web site that provides information about CTE opportunities, resources, and programs available in California.
From April 25, 2008 through May 14, 2008, the CDE will be accepting entries in its Web Page Design Competition. The winning CTE program will work collaboratively with the CDE to design and develop CTE Web pages and be recognized on the CDE Web site for its contribution.
To enter the competition, applicants must submit a Web Page Design entry form (DOC; 42.5KB; 2pp.) and a link to the Web site that was created by the students in the CTE program. The CTE program must have, as a course of study, a technology and Web site development component. The Web site must have been created during the current school year (2007-08) and may be either a functional site or a demonstration site. The entry should promote CTE programs throughout California and represent the creative efforts of the CTE program students, while adhering to minimal design standards.
Only one entry per teacher, per school/ROCP is allowed. Elementary, middle, and high schools, as well as ROCPs, are eligible to apply. Entries must be submitted on the Web Page Design Competition Entry Form, signed by the CTE program instructor and his/her supervisor/principal, by 5:00 p.m. on May 14, 2008, to:

The criteria upon which the submitted Web sites will be judged are as follows:
Provides information related to the intended subject matter in a clear, consistent, and logical manner.
Design is in harmony with the subject matter. The design is polished and professional and is visually consistent throughout.
Works in one or more of the most common Web browsers; any platform limitations are clearly noted. Conforms to commonly accepted principles of Web design.
The needs of persons with disabilities have been taken into account.
A copy of the scoring rubric shall be made available upon request.
If the applicant identifies an Internet uniform reference locator (URL), the site must be available on the Internet from the time of submittal through May 28, 2008. A CD-ROM containing the Web site may be submitted in lieu of the URL.
The winning CTE program will be announced on or before June 4, 2008, by e-mail and CDE News Release. The second and third place winners will also be selected to serve as alternates if the first place winner is unable to fulfill the commitment.
The winning CTE program will submit the URL for the initial design for the new CTE Web pages prior to December 1, 2008. The CDE will provide the winning program with guidance and minimum design requirements and will work with the program to refine its design. The design must be finalized by May 1, 2009. The new CTE Web pages will be launched on or before January 1, 2010, as part of the CDE Web site.
