Educational Equity Program Summary

Information about equal rights, equitable access, and nondiscrimination for all California students.

Purpose

To ensure equal rights, equitable access, full participation and nondiscrimination in high quality educational programs in California by promoting equity and eliminating discrimination and harassment on the basis of gender, sex and sexual orientation across programs and activities conducted by local educational agencies that receive or benefit from federal or state financial assistance.

Program/Services

  • Conduct Educational Equity Consolidated Program Monitoring (CPMs) of Local Education Agencies (LEAs) to assess and validate school and district compliance with laws related to educational equity.
  • Provide technical assistance to LEAs to improve equity and access across programs.
  • Provide support for gender equity and other educational equity professional development to administrators and teachers.
  • Develop network of contacts in school districts and county offices of education to address issues of access and equity.
  • Promote the development of policy strategies, and increase intra-agency and interagency collaboration to improve educational equity across programs and levels of education. 

Outcomes

  • Supported the elimination of discrimination and improved opportunity for students through the Consolidated Programs Monitoring (CPM) by training of districts at CPM Institutes; conducting of CPMs, and technical assistance to LEAs regarding educational equity laws and compliance.
  • Help expand CDE capacity to address educational equity across all protected groups and in all areas of education, including development of proposal for CDE equity workgroup.
  • Improved understanding of gender equity and legal compliance by providing grants and other support for professional development, including training-of-trainers in gender equity (as provided for in state legislation).

All California students benefit from this program.

Results

  • Conduct 25 Consolidated Program Monitorings (CPMs) annually for Local Education Agencies (LEAs)—over 170 since program began as gender equity compliance; continues as educational equity compliance.
  • Distribute information to assist with program compliance, including resources and links to all areas of equity in education.
  • Resolve non-compliance issues for many LEAs.
  • Provide eight training-of-trainers grants and support development of statewide on-line gender equity training in local agencies and regional areas.
