Education Code Section 51226 provides legal authority to develop the Career Technical Education Model Curriculum Standards (CTE Standards) and Framework. This legislation requires the development and adoption of CTE Standards that incorporate the integration of career technical and academic education. The CTE Standards were adopted by the State Board of Education (SBE) on May 11, 2005. The CTE Standards, written for grades seven through twelve, specify learning goals in 58 career pathways organized around 15 industry sectors.

The California State Plan for Career Technical Education, A BRIDGE TO THE FUTURE 2008–2012 (State Plan), approved by the SBE in May 2008, provides guidance for California’s career technical education (CTE) programs in California. The State Plan states, “CTE programs are dynamic; curricula need to stay current with rapid changes in the workplace, requiring ongoing updates and learning on the part of CTE faculty.” The adoption of the English Language Arts and Mathematics Common Core State Standards provided the opportunity to revise and align the CTE Standards with this new academic core. The newly revised CTE Standards are being developed to prepare students to be career and college ready.

Commencing in May 2011, 117 individuals representing secondary and postsecondary education, and business and industry, met to review the current CTE Standards and make recommendations for improvement. Following this meeting, industry sector meetings were held to revise and develop a draft set of new CTE Standards. Public input from these hearings may guide further revisions to the draft standards. The newly revised CTE Standards are available for public review and comment on the California Department of Education Career Technical Education Model Curriculum Standards Web page at http://www.cde.ca.gov/ci/ct.

Public hearings will be conducted on September 17 and 19, 2012 to receive public comment on the draft standards from all interested parties, including teachers, administrators, school board members, and other local elected officials, business leaders, parents, guardians, and students. The meeting on September 17, in Los Angeles, will begin no earlier than noon and conclude no later than 3:00 p.m. The meeting on September 19, in Sacramento, will begin no earlier than  8:30 a.m. and conclude no later 11:30 a.m. Individuals wishing to submit written or oral comments may do so during these meetings. The California Department of Education (CDE) will consider the public’s input and may make modifications to the CTE Standards prior to submitting to the SBE for approval.

CDE staff will be prepared to accept public comments and input on a continuous basis during the public meeting. Individuals are not required to prearrange a specific time to present their comments. Oral comments will be accepted as individuals arrive. Some delays may occur if many individuals arrive at the same time; patience will be appreciated if delays do occur. At these hearings, any person may present statements or arguments, orally or in writing. The State Superintendent of Public Instruction (SSPI) strongly recommends that persons who make oral comments at the public hearing also submit a written summary of their statements using our comment template (DOC). No oral statements will be accepted subsequent to these public hearings.

In addition to testimony at the public hearings, written testimony will be accepted. Any interested person, or his or her authorized representative, may submit written comments relevant to the proposed standards. The SSPI strongly recommends that feedback be provided utilizing our public input document survey.

All comments must be received prior to 5 p.m. on Wednesday, September 19, 2012. All written comments received by CDE staff during the public comment period are subject to disclosure under the Public Records Act.

There is a reception desk at the main entrance and the attendant will provide directions to the room.

Parking

Paid parking is available below the Chamber Building. The garage entrance is on 4th Street and the price is $2 for every 15 minutes with a maximum daily charge of $6. Metered parking is also available surrounding the Chamber.

Check-in

The CDE Headquarters is a secure building. Visitors must check-in at the security station as they enter the building and sign in to gain access to the building. The guard will issue a visitors pass and provide directions to the hearing room.
