IQC meets and establishes English Language Arts Subject Matter Committee (ELA SMC); reviews pending SBE action on the timeline and the Curriculum Framework and Evaluation Criteria Committee (CFCC) application

SBE action on the timeline and the CFCC application form

Superintendent appoints Focus Group members

Recruitment of CFCC members (at least 90 days pursuant to 5 CCR, §9513)

ELA SMC reviews CFCC members, guidance for development of the framework, and Focus Group Report in preparation for full IQC review

IQC recommends CFCC members and guidance for development of the framework to the SBE, reviews Focus Group Report

SBE appoints CFCC members, receives Focus Group Report, and approves guidance for revision of the framework

CFCC meets, six 2-day meetings in Sacramento, to develop draft English Language Arts/English Language Development Framework (ELA/ELD Framework)

CFCC meetings are tentatively scheduled for the following dates:

ELA SMC reviews draft ELA/ELD Framework in preparation for full IQC review

IQC approves draft ELA/ELD Framework for initial 60-day public review period

60-day public review period prior to IQC recommendation to SBE, pursuant to 5 CCR,  §9515(a)(3)

ELA SMC reviews public review results and staff recommendations for edits to draft ELA/ELD Framework

IQC analyzes public review results and revises draft ELA/ELD Framework, approves draft for second 60-day public review period

Staff incorporates IQC changes to draft ELA/ELD Framework per IQC action

Required 60-day public review and comment on IQC’s recommended ELA/ELD Framework, pursuant to 5 CCR, Section §9515(c)

SBE action on IQC’s recommended ELA/ELD Framework, includes public hearing

LEA implementation of ELA/ELD Framework
