Language Census Software News 2008

Language Census Data Entry Assistant Software (LCDEA)

The LCDEA is designed for electronic submission of Language Census data. The software is very user friendly and is designed to save and store data automatically. This means users can exit the software as often as needed or update (apply patches to) the software without loss of data. The software also has many user friendly features, some of which are listed below:

  • Automatically calculates totals.
  • Has built-in edit checks to identify errors or areas of concern.
  • Supports school-level use (data must be submitted at the district level).
  • Supports importing data that have been formatted to meet LCDEA import requirements.
  • Allows for accurate and timely data submission.  
  • Allows for data corrections and resubmission.
  • Generates school and district-level reports.

Software Download

Download the complete LCDEA software.

The LCDEA software is Windows 95, 98, 2000, XP, and Windows NT compatible. It is not compatible with Macintosh computers. This installation must be done even if your district used the LCDEA software last year. This is a large file and will take a long time to download if you use a slow modem for Internet access.

Please note
that while schools can download and use the LCDEA software to key enter their data, all data, including data for charter schools, must be submitted at the district level. All charter schools must submit their data through their authorizing district.

Software Installation Issues

Install Under Windows NT/2000/XP:

PROBLEM: Administrative rights are required under Windows 2000, Windows NT, and Windows XP to load the LCDEA software. Some districts have set up their workstations in such a manner that the user of the workstation does not have the administrative rights required to install the software on the workstation.
FIX: Staff that have administrative rights must install the software and make sure that the user of the LCDEA software has access to the LCDEA software.

Moving the Software to a New Computer:

If you have installed the software on one computer and want to move it to another computer, a complete installation is required in order to update the Windows registry. To ensure the Windows registry is updated and avoid getting an “OLE” error when attempting to submit data via the Internet, follow the procedures below.

  1. On the first computer, make a backup of your data as you exit the software.
  2. Save the backup file to a disk or to the network so it can be accessed by the new computer.
  3. Download and install the software onto the new computer.
  4. Start the software on the new computer and select your district.
  5. Go to the “Utility” menu and select the “Restore from Backup” option. The program will request a file, and you should select the backup file that you saved from the other computer. Once the backup file is loaded, your data will be restored.

Data Submission Problems

  1. Problem: Some users are experiencing an "OLE error" when trying to submit their data. This occurs when the user's Windows registry was not correctly updated when the software was installed. The two files that need to be registered are FTPX.dll and FTPX.ocx. These two files are copied into your c:\windows\system32 folder and registered when you install the software. If the installation was not completed successfully, these files may be missing. This problem is often caused by users copying the software from one PC to another without doing a complete installation. It may also be caused by the user not having windows 'rights' to write to the system folder.
    Workaround: Send your data via an e-mail attachment to pwilburn@cde.ca.gov. The file to send is called L9999999.int (where you substitute your district county-district code for the 9's). This file is created when you attempt to submit over the Internet and is stored in the folder where the respective software is installed. The default location for this folder is C:\Program Files\LC2008\. If the default installation location was not used, right click on the desktop icon and select "Properties." This will show you the path to the folder where your software is installed.
    Fix: It is necessary to register the two files in your Windows Registry. There are two ways you can register these files. The first method is to Click on the Start button, and click on Run. In the space provided type: Regsvr32 FTPX.dll. There should always be one space after Regsvr32 and it is not case sensitive. If you get a confirming message that the file is registered, register the other file by typing: Regsvr32FTPX.ocx.
    If the previous method does not work, you may have to add a path before the FTPX files. The command for this would be Regsvr32 "c:\program files\LC2008\Other\FTPX.dll" (include the quotes as indicated). Use the same command and path to register the FTPX.ocx file, except replace FTPX.dll with FTPX.ocx.

Software Updates

Note: The 2008 software and software updates are no longer available for download.

Download the lcupdate08.exe (EXE; 249KB) file to your hard drive. If you have not already done so, exit the LCDEA software. Then execute the lcupdate08.exe file to install the update. This update will not overwrite any existing data. The default installation directory is C:\program files\LC2008. You may change the default directory if you did not install the software to the default directory. See "Software Problems and Fixes" below for details on fixes.

Software Problems and Fixes

  1. Problem: When using the search field to search for a school or school code, you will get a program error and the system will close.
    Workaround: Before using the search field, click on the header of the column you wish to search in. For example, to search by school name, click on the "school" column header, then type in the name of the school in the search field. 
    Fix: Download the LC software update version 8.0.9 or later.
  2. Problem: In some cases, warning 23 is triggering incorrectly because it is erroneously including aides when calculating the count of teachers.
    Workaround: When verifying this warning, subtract the count of aides from the count of teachers displayed to get the correct count of teachers. Warnings do not keep you from submitting data, so as long as the data you reported are accurate, you can ignore this warning.
    Fix: Download the LCDEA update version 8.0.9 or later.
  3. Problem: After deleting the Nonpublic Nonsectarian school from the software, an error for this school may still show up, preventing submission of data.
    Workaround: Rerun the error checks prior to submitting the data. This can be done from the "Utilities" menu by selecting the option to "Rerun Error Checks."
