In 1999, the Language Census underwent a number of changes in order to align the instrument with the new statutes and regulations resulting from Proposition 227. Changes to the Language Census, Part II include (1) the change in terminology from limited-English-proficient (LEP) to English learner (EL) students and (2) a modification of Part II to include appropriate instructional settings required by the statutes Education Code (EC) sections 300-400 External link opens in new window or tab.. In order to assess changes in the instructional services for English learners, which have resulted from recent changes in law, the 1999 Language Census captures the same categories of instructional services which have been used in prior years. 

Notice: This file contains two sets of data. Each set totals to the TOTAL_EL. For example the sum of fields SEI, ACS, ELM_MEET, ELM_PARENT, OTHER_SET equals the field TOTAL_EL and the sum of fields ELD, ELD_SDAIE, ELD_PLS, ELD_L1, ELD_OTHER and NO_ELD equal the field TOTAL_EL.

 

The first five fields capture the appropriate instructional settings required by the Proposition 227 statutes (EC 300-400).

Structured English Immersion (Also referred to as Sheltered English Immersion):
The number of ELs enrolled in a structured English immersion setting. These ELs are receiving instruction through an English language acquisition process for young children in which nearly all classroom instruction is in English but with a curriculum and presentation designed for children who are learning the language (EC 305 and 306(a)).

Alternative Course of Study:
The number of ELs enrolled in an alternative course of study setting. These students are enrolled in classes where EL students are taught English and other subjects through bilingual education techniques or other generally recognized methodologies permitted by law and where the pupils enrolled have been (1) granted a parental exception waiver pursuant to EC 310 and 311; or (2) enrolled in any Alternative Education Program operated under the Superintendent of Public Instruction's waiver authority (EC 58509) when such an alternative for EL students was established specifically to waive one or more sections of EC 300 through 340; or (3) enrolled in a charter school program which offers any alternative course of study for EL students.

English Language Mainstream Classroom (with additional and appropriate services) - Students Meeting Criteria:
The number of ELs enrolled in an English language mainstream classroom setting who have met local district criteria for having achieved a "good working knowledge" (also defined as "reasonable fluency") of English and are provided with additional and appropriate services (EC 305; California Code of Regulations, Title 5 (CCR T5) sections 11301 and 11302).

English Language Mainstream Classroom (with additional and appropriate services) - Parental Request:
The number of ELs who are enrolled in an English language mainstream classroom setting at the request of their parent(s) or guardian. Based on CCR T5 section 11301(b) a parent or guardian is permitted to request, any time during the school year, that his/her child be moved into an English language mainstream classroom.

Other Instructional Settings:
The number of ELs enrolled in an instructional setting other than one of those described in fields SEI, ACS, ELM_MEET, and ELM_PARENT shown above. The instructional settings described in the above fields are those which are consistent with definitions found in EC 300 -340. 

The next six fields capture the same categories of instructional services which have been used in prior years.

ELD

English Language Development (ELD):
The number of ELs receiving a program of ELD, and no services in the fields shown below (ELD_SDAIE, ELD_PLS AND ELD_L1). ELD is a specialized program of English language instruction appropriate for the student's identified level of language proficiency. It is consistently implemented and designed to promote second language acquisition of listening, speaking, reading, and writing. ELD should be provided by teachers reported on the Language Census form, Part V.

ELD and Specially Designed Academic Instruction in English (SDAIE):
The number of ELs receiving a program of ELD and, at a minimum, two academic subjects required for grade promotion or graduation, taught through SDAIE. SDAIE is an approach used to teach academic courses to EL students in English. It should be designed for non-native speakers of English and should focus on increasing the comprehensibility of the academic courses normally provided to FEP and English-only students in the district. These students are not receiving primary language support as described below. SDAIE should be provided by teachers reported on the Language Census form, Part V.

ELD and SDAIE with Primary Language Support:
The number of ELs receiving a program of ELD and SDAIE as described above, with primary language support (L1 support) in at least two academic subject areas. L1 support is instructional support through the student's primary language. It does not take the place of academic instruction through the primary language but may be used in order to clarify meaning and facilitate student comprehension of academic content area concepts taught mainly through English. It may also include oral language development in the student's primary language. L1 support may be provided by credentialed teachers fluent in the student's primary language or by bilingual paraprofessionals (aides) reported on the Language Census form, Part V. The aides should be supervised by a credentialed teacher.

ELD and Academic Subjects Through the Primary Language (L1):
The number of ELs receiving a program of ELD and, at a minimum, two academic subjects through the primary language (L1). L1 instruction is (1) for Kindergarten through grade six, primary language instruction provided, at a minimum, in language arts (including reading and writing) and mathematics, science, or social science; or (2) for grades seven through twelve, primary language instruction provided, at a minimum, in two academic subjects required for grade promotion or graduation. The curriculum should be equivalent to that provided to fluent-English-proficient (FEP) and English-only students. These students may also be receiving SDAIE as described above. L1 instruction should be provided by teachers reported on the Language Census form, Part V.

The number of ELs provided with an instructional service specifically designed for EL students that does not correspond to one of the descriptions found in fields ELD, ELD_SDAIE, ELD_PLS, ELD_L1 above.
