In 1999, the Language Census underwent a number of changes in order to align the instrument with the new statutes and regulations resulting from Proposition 227. Changes to the Language Census, Part II include (1) the change in terminology from limited-English-proficient (LEP) to English learner (EL) students and (2) a modification of Part II to include appropriate instructional settings required by the statutes Education Code (EC) sections 300-400 (Outside Source). In order to assess changes in the instructional services for English learners, which have resulted from recent changes in law, the 1999 Language Census captures the same categories of instructional services which have been used in prior years.
Notice: This file contains two sets
of data. Each set totals to the TOTAL_EL.
For example the sum of fields SEI, ACS, ELM_MEET, ELM_PARENT,
OTHER_SET equals the field TOTAL_EL and
the sum of fields ELD, ELD_SDAIE, ELD_PLS, ELD_L1, ELD_OTHER
and NO_ELD equal the field TOTAL_EL.
The first five fields capture the appropriate instructional settings required by the Proposition 227 statutes (EC 300-400).
