California Education Code Section 35511 defines actions to reorganize school districts as follows: An "action to reorganize districts" refers to forming, dissolving, or lapsing a school district; to annexing all or part of the territory of a district to another district; to transferring all or part of a district to another district; to the unification or deunification of a school district; or to otherwise altering the boundaries of a school district, or any combination of such actions.
