Congratulations to Those Who Certified Fall 1

The California Department of Education (CDE) and the California School Information Services (CSIS) would like to congratulate all the local educational agencies (LEAs) and their hardworking staff who certified Fall 1 by the close of the amendment window. Approximately 99.6 percent of LEAs certified Fall 1!

Assessments and Accountability Functionality Update

The Assessments and Accountability (A&A) functionality will be available in the production environment Tuesday, February 12, 2013. To transition support for this new functionality, CALPADS Service Desk staff will work with a small group of pilot LEAs to exercise the new functionality. LEAs not included in the pilot may use the functionality; however, service requests from LEAs not in the pilot group will receive low priority. The A&A module does not have a submission window or certification deadlines so LEAs will have sufficient time to review the data and we encourage LEAs not in the pilot group to continue to focus on Fall 2 certifications and the upcoming Spring submission. 

CALPADS will have student level STAR, CAHSEE, and CELDT assessment data for the 2008–09, 2009–10, 2010–11 and 2011–12 years available through reports and extracts. CELDT data for 2012–13 will be loaded in late March 2013 and will be updated monthly following this initial load. LEAs will have access to new reports that summarize assessment results by administration, with drill downs to student level data. A CAHSEE report will be available that displays CAHSEE results for all currently enrolled students, displaying which sections (English Language Arts and Math) students have or have not passed.

CALPADS includes functionality for LEAs to match “suspense records” which are records for students who took an assessment at your LEA but either have no corresponding enrollment record in CALPADS for the same time period, or who have demographic data (birth year or gender) on the assessment answer document that does not match the data in CALPADS. LEAs will have access to “Suspense Reports” to match suspense records for 2011–12 assessments. The Assessment training will resume late March for those who did not have an opportunity to attend last year.

New Free and Reduced Price Meal and English Learner Downloadable File

In response to the Governor’s Local Control Funding Formula (LCFF) proposal, many LEAs are requesting information related to the unduplicated Free and Reduced Price Meal (FRPM) and English Learner (EL) counts. While the proposal is still in the initial legislative stage, the discussion largely focuses on using an unduplicated count of students eligible for FRPM and English Learners as of Fall 1 Census Day. To assist in the discussion and to minimize the confusion caused by funding projections based on different data sources, the CDE will post on DataQuest a downloadable file that provides by school, the count, of FRPM eligible students, EL students, and an unduplicated count of both. This file will be created from 2012–13 Fall 1 certified data and will be available in late February.

Private Preview of Four-Year Graduation Cohort Rate

For those LEAs that certified by the December 19, 2012 Fall 1 certification deadline, the CDE will provide another private preview of the 4-year graduation cohort rate. When the preview is available on the private preview site, the CDE will announce a new date by which LEAs must amend their data in the CALPADS Operational Data Store (ODS) in order for the changes to be reflected in the revised cohort rate that will be used in 2012–13 Accountability Cycle.
