Dear County and District Superintendents and Charter School Administrators:

2013–14 Statewide Adjustment to Free and Reduced Price Meal Data in California Longitudinal Pupil Achievement Data System

The Local Control Funding Formula (LCFF) supplemental grant is based on an unduplicated count of students enrolled on Census Day who meet one of the disadvantaged student eligibility criteria: Free or Reduced Price Lunch (FRPM) eligible (which includes being a migrant, foster, or homeless student), an English learner, or a Foster youth. A student may be designated as FRPM-eligible by an approved National School Lunch Program (NSLP) application, an Alternative Household Income form, or by being directly certified through a local process or the state process conducted July through November 2014.

Recognizing that using CALPADS Fall 1 data in the LCFF supplemental grant calculation has been a transition for local educational agencies (LEAs), the following adjustment will be made to LEA  2013–14 unduplicated disadvantaged student counts:

  • Students identified as eligible for Free or Reduced Price Meals through the December–February direct certification statewide matches conducted by the California Longitudinal Pupil Achievement Data System (CALPADS) will be included in LEAs’ LCFF unduplicated disadvantaged student counts; and
  • The California Department of Education (CDE) will adjust LEA certified unduplicated counts by adding any students directly certified during December through February after the close of the late correction window on March 21, 2014. (LEAs should not submit program records for students directly certified in March.)
