Technology Readiness Tool (TRT) Letter

Dear County and District Superintendents and Charter School Administrators:

We would like to take this opportunity to inform you that the California Technology Readiness Tool (TRT) Summary Report from the first data collection window will be posted on the California Department of Education (CDE) Web site at [Note the preceding URL is no longer valid].

As you are aware, California has been a governing state for the Smarter Balanced Assessment Consortium (SBAC) since 2011. SBAC brings states together to create an innovative assessment system for mathematics and English-language arts/literacy that are aligned to the Common Core State Standards. SBAC and the Partnership for Assessment of Readiness for College and Careers consortium are supporting states through the TRT as they transition to next-generation assessments.

The TRT is a Web-based application that is designed to (a) help schools and districts identify their current technology infrastructure and (b) assist the states and Consortia in determining which next steps will best prepare schools and districts for a successful transition to online testing. By using the tool, schools and districts are able to submit information on key readiness indicators, including: number and type of computers and devices; ratio of devices to test takers; local network and bandwidth infrastructure; and local staff resources.

The first administration of the TRT was completed on June 30 and data were extracted on July 15, 2012. That survey was the first of six administrations that will be conducted to assist schools in measuring their progress and determining their readiness to administer on-line assessments. The survey is voluntary and there was a broad range of participation levels of the Consortia states in the first administration.

Forty-two percent of California's school districts fully participated in the first administration of the survey which is comparable to many states. In addition, the submission of computing devices by Los Angeles Unified School District brought California's devices submission rate to 54 percent. To view the complete California summary and additional information about the TRT, visit the CDE Web site at The national TRT Summary Report is scheduled to be released after the consortia analyze the results of the first iteration of the TRT.

It is important to note that the first data collection was intended to gather base-level information about schools and districts in the consortia states and is not to be used for determining local readiness to conduct on-line assessments. An analysis of the specific results of the survey for California will be more valuable to measure progress and determine readiness once we have had multiple administrations of the survey. The next TRT survey data extraction is scheduled to be completed on December 14, 2012.
