Welcoming Remarks from Barry Munitz

Dr. Barry Munitz welcomed the P-16 Council members and asked members to introduce themselves to the group.

Dr. Munitz introduced Sue Stickel, Deputy Superintendent of Curriculum and Instruction for the California Department of Education (CDE). Sue Stickel introduced the members of the CDE who were present at the meeting and she thanked Dr. Munitz for hosting the meeting at the J. Paul Getty Trust and Museum.

Housekeeping Issues

  • July 20, 2005, Summary Meeting Notes — The summary notes from the July 20, 2005, meeting were approved by the Council.
  • CDE Announcements — Sue Stickel made the following announcements:
  • The CDE applied for two grants through the National Governors Association Center for Best Practices Honor States Redesigning the American High School Grant program.
  • California High School Exit Examination (CAHSEE) - results of the 2004-05 CAHSEE show that approximately 88 percent of the class of 2006 has passed the English-language arts portion of the test and an estimated 88 percent has passed the math portion.
    • 20 million dollars to support students from the class of 2006 that need to pass the test.
    • 52.4 million dollars to assist special education students with passing the CAHSEE.
  • Reauthorization of AB 466 and AB 75 training.
  • AB 564 - high school standards-aligned instructional materials.
  • P-16 Council Recommendations — Sue Stickel suggested that each subcommittee submit one or two recommendations related to their essential question to the State Superintendent of Public Instruction, Jack O’Connell, by the end of December 2005.
Presentations

Suzanne Tacheny, former member of the California State Board of Education, provided an overview on California’s education reform efforts over the past 10 years.

Dennis Galligani, Executive Director of the Alliance for Regional Collaboration to Heighten Educational Success (ARCHES), presented information on the ARCHES program which emphasizes a regional collaborative approach to improve student achievement.

Anne Stanton, Director of the Youth Program at the James Irvine Foundation, presented the Foundation’s goals for the Youth Program and their grantmaking strategies for California’s high schools. Ms. Stanton also provided information on the Multiple Pathways through High School approach to increase the number of youth who graduate from high school and transition to good jobs and higher education.

Each subcommittee was provided time to work on their essential questions.

Each subcommittee provided a brief report on the information that they discussed within their group and their next steps.

Subcommittee’s Next Steps:
  • The subcommittee will explore the American Diploma Project (ADP) and identify areas where the ADP, the a-g requirements, and California’s standards overlap.
  • The subcommittee will seek additional information on the process and criteria used to have high school courses qualify for a-g requirements.
  • The subcommittee will gather information on how other states (particularly Indiana and Virginia) are approaching the issue of increasing rigor at the high school level and what requirements for graduation have been adopted in other states.
  • The subcommittee will review the Career and Technical Education Standards recently adopted in California.
  • Future conference call date: October 28, 2005.

  • The subcommittee will seek an expansion of the definition of rigor to go beyond that of a-g requirements.
  • Narrow the scope of our focus to research that has been proven valid and reliable with regard to building student and adult relationships.
  • Future conference call dates: October 11, 2005, and November 16, 2005.

  • Future conference call dates: October 19, 2005, November 16, 2005, January 18, 2006, and February 15, 2006.
