Welcoming Remarks from Barry Munitz

Dr. Barry Munitz welcomed the P-16 Council and members of the audience. Dr. Munitz thanked the California State University, Long Beach for hosting the meeting and he commended the Council members for their hard work over the past year.

Dr. Munitz asked the Council and members of the audience to introduce themselves. Sue Stickel, Deputy Superintendent of the Curriculum and Instruction Branch for the California Department of Education (CDE), introduced the members of the CDE who were present at the meeting.

Housekeeping Issues
  • ARCHES Update - Diane Siri, Executive Director of the Alliance for Regional Collaboration to Heighten Educational Success (ARCHES), presented an update on the success that ARCHES had over the last year. Eleven new regional collaboratives were established, benefiting eighty-five school districts.

    ARCHES mission is to support the development and implementation of a statewide network of regional councils to enhance academic achievement for all students and to close the achievement gap. They will release a new Request for Proposals in the fall to provide Planning Grants to approximately five to seven new regional collaboratives.   • Subcommittee’s Recommendation on High School Reform - Dr. Munitz reminded the Council that one of the subcommittee’s recommendations was put forward as a CDE sponsored bill. This bill, AB 1570, calls for an increase in the number of California Partnership Academies.
CDE’s Clearinghouse for Multilingual Documents

Sue Stickel presented information on the CDE’s newly established Clearing House for Multilingual Documents (CMD), a project designed to aid schools and local education agencies (LEAs) in meeting the legal requirements for providing parental notification documents in languages other than English. The clearinghouse, located on CDE’s Web site, is designed to become a repository of sample translated parental notification documents that any California school, district, county office, and charter school may access.

The goal is for the CMD to become a resource that will help schools reduce local-level time and workload for translation of documents. Currently, there are 107 documents posted on the CDE Web site. Sue requested that the Council members share this information with their LEAs and she encouraged everyone to submit their translated documents and add to the resources. Sue distributed a handout that describes the process for submitting and accessing the documents.

Implementation of the Single-Voice Document (SVD) on High School Reform

Two Council members affiliated with the California Teachers Association (CTA) expressed the following concerns:

  • They did not want the P-16 Council to approve any recommendations in the SVD if there was a possibility that Proposition 98 money could be used as a funding source for the recommendations. To address this concern, clarifying language will be added to the document. A group comprised of one representative from each subcommittee and CTA affiliated Council members will draft the clarifying language.

  • The P-16 Council did not take a vote on each subcommittee recommendation individually in order to obtain the Council’s approve for the recommendations. The Council discussed this issue and the majority of members felt that consensus building had occurred and that members had adequate opportunities to provide input on the recommendations.

Dr. Munitz specified that after the clarifying language is added to the SVD, the next step towards implementation is to submit it to the State Superintendent of Public Instruction, Jack O’Connell, for his review and approval.

The SVD and the five subcommittee reports will be posted on the CDE Web site in the near future.

Panel Discussion on Professional Development

Sue Stickel introduced four panel members who presented the following information on professional development:

Larry Birch from the California Commission on Teacher Credentialing (CCTC), provided information on the different types of teaching credentials and the various avenues available to acquire a credential.

Leslie Peterson Schwarze, Chair of the CCTC, discussed proposed legislation, Senate Bill 1209 that would streamline preliminary credential requirements for new teachers credentialed in another state; provides incentives to strengthen the preparation of teacher interns; and encourages experienced teachers to mentor new teachers.

Dave Jolly, Executive Director of the California Academic Partnership Program (CAPP), explained CAPP’s focus on preparing more students for college. He emphasized the need to support students and parents in the development of a college-going culture. He emphasized the need for professional development and he stated it was an important element at the site level.

Lynda Nichols, Education Programs Consultant, for the CDE announced that California was granted a one-year extension, to June 30, 2007, to meet the federal No Child Left Behind Act (NCLB) requirement of having 100 percent of their core classes taught by "highly qualified teachers" (HQT). Ms. Nichols explained the NCLB teacher classifications, “new” and “not new” to the profession, and how they affect a teacher’s options for demonstrating subject matter competency.  

Discussion of Proposed Groups and Essential Questions

Sue Stickel presented four broad essential questions pertaining to professional development. The essential questions covered the topics of recruitment; pre-service; support for new teachers, administrators, and instructional staff; and support for continuing educators. Sue facilitated a group discussion on the essential questions and she welcomed feedback from the group.

Council members were preliminarily assigned to subcommittee groups. Each subcommittee was assigned an essential question and members were asked to explore possible solutions and to provide research-based recommendations addressing their essential question.

Due to time constraints, the subcommittees did not report on the information that members discussed within their groups.
