Welcoming Remarks from Barry Munitz

Dr. Barry Munitz welcomed the P-16 Council, Jack O’Connell, State Superintendent of Public Instruction, Rick Miller, Deputy State Superintendent of Policy Development and External Affairs Branch for the California Department of Education (CDE), and the members of the audience. Dr. Munitz thanked the California State University, Long Beach for hosting the meeting. Dr. Munitz asked the Council and members of the audience to introduce themselves

Housekeeping Issues

March 21, 2007, Summary Meeting Notes - The Council unanimously approved the summary notes from the March 21, 2007 meeting.

Update on the Council’s Professional Development Report

Dr. Munitz provided an update on the professional development report on teacher recruitment, pre-service, and in-service. The latest draft was e-mailed to the Council members and Dr. Munitz is incorporating their suggested wording. The report will be posted on the P-16 Unit Web site after it has been finalized by the Council.

Legislative Process Presentation by CDE’s Deputy Superintendent of Government Affairs Branch, Andrea Ball

Ms. Andrea Ball provided an overview of the legislative process. She informed the Council that CDE’s Government Affairs Branch will be working closely with the P-16 Unit and Rick Miller to assist the Council with their charge of providing recommendations for closing the achievement gap.

Discussion of “Achievement Gap Closure”

Dr. Munitz and Rick Miller acknowledged that there are numerous ways to assess the academic achievement of students. Using standardized tests provides an objective measure of what students know. They proposed the following parameter to guide the Council’s work of assessing the progress on addressing California’s achievement gap:

  • We will measure progress by the continuous and significant narrowing of the gap, which will result in the eventual closing of the gap as measured by the California Standards Tests (CST), California Alternate Performance Assessment (CAPA), California English Language Development Test (CELDT), and the California High School Exit Examination (CAHSEE).
  • We will hold the same high expectations for success of all students and it is our goal that all students will score at proficient or above on all CST.
  • In order to achieve success, all students must exhibit continuous gains.
Presentation by Russlynn Ali, Executive Director of Education Trust-West

Ms. Russlynn Ali presented information on raising student achievement and closing the gap for California students. She provided a PowerPoint presentation on the 12 Steps the California P-16 Council Can Take To Help Close the Achievement and Opportunity Gap in California. Update on Rand Report on Universal Preschool by Catherine Atkin

Catherine Atkin, President of Preschool California, provided an overview on the Rand Corporation’s Adequacy and Efficiency of Preschool Education in California project. This project will have four study components that will run concurrently.

  • Study 1: Analysis of Achievement Gaps in Meeting California K-3 Standards
  • Study 2: Policy Analysis of Publicly-Funded Preschool and Child Care in California and Case Study Counties
  • Study 3: Collection and Analysis of New Data on Early Child Education Utilization and Quality
  • Study 4: Synthesis Study of Preschool Adequacy and Efficiency
Discussion of Proposed Subcommittees and Subthemes

Rick Miller proposed that the Council start their closing the achievement gap work by basing it on the premise that the major factors inhibiting the learning of all students can be grouped into four major subthemes known by the acronym ACES: The subthemes and issues are listed below:

  • Access - How do all students gain access to what they need? This could include rigorous curriculum and instruction; highly effective teachers; counselors; extra learning options that supplement the education provided in a typical school day; and health and social services; etc.
  • Culture/climate - How can schools offer the best learning environment for all students? Is it a safe place for students to learn? Is it an environment that promotes learning and a sense of belonging for students and school staff? Does it offer culturally relevant and responsive instruction? Do effective school- family-community partnerships exist?
  • Expectations – Are high expectations for all students and teachers truly held? Is it evident in the curriculum, instructional practices, student assignments, and the school’s communication to students, parents, and school staff? Is student progress measured using data and effective instructional strategies?
  • Strategies – What practices have proven effective (or are promising) for closing the achievement gap? Strategies should address improving the quality of instruction; differentiated instruction; increasing instructional time; teacher collaboration time; reconsidering how to differentiate schools by grade span; etc.

Council members were preliminarily assigned to a subcommittee group. Each subcommittee was assigned a subtheme and members were asked to explore possible solutions and to provide research-based recommendations addressing their subtheme.
