CDEfisc message of August 30, 2012 to County Offices of Education providing additional information about the Mandate Block Grant for fiscal year 2012-13.

Subject: 2012–13 Mandate Block Grant  

Please forward this e-mail to the school districts and charter schools in your county.

The California Department of Education (CDE), School Fiscal Services Division recently released the Letters of Intent to participate in the Mandate Block Grant (MBG) program for fiscal year 2012–13.

We have received questions regarding the ability to file mandate reimbursement claims for programs not listed in Government Code (GC) Section 17581.6(d). The State Controller’s Office has confirmed that it will accept reimbursement claims for active 2012–13 mandated programs that are not included in GC Section 17581.6(d); however, a sufficient appropriation would be required before payments can be made. As a reminder, legislative session is still in process and the list of mandate programs outside the block grant has not been finalized.

We also found that the “Letter Of Intent to Receive Mandate Block Grant Funding” that was sent by e­mail this week incorrectly referenced the mandate cost reimbursement GC Section as 19760. The correct GC Section is 17560.
