Dear County Office of Education Chief Business Officials:
Enclosed are listings of the maximum level of state matching funds and supporting data that the California Department of Education certified to the state Office of Public School Construction (OPSC) for use in allocating deferred maintenance program funds to local educational agencies (LEAs) for the 2004-05 fiscal year. The listings include a maximum for all school districts, county offices of education, and direct-funded charter schools but do not distinguish eligible from ineligible LEAs. Eligibility is determined by the OPSC.
Although we have listed a maximum for each direct-funded charter school, the OPSC does not permit any charter school to apply directly for deferred maintenance program funds. Both locally funded and direct-funded charter schools must receive deferred maintenance funding through their chartering entity. Separate maximums for each direct-funded charter school have been included only as information to chartering agencies electing to share deferred maintenance funding with their direct-funded charter schools. However, it is important to note that the OPSC will require county offices of education and school districts to match the combined maximum totals (chartering agency maximum plus the direct-funded charter school maximum), whether or not the chartering agency is sharing funds with the direct-funded charter school.
The OPSC is responsible for determining an LEA’s eligibility and administering the funding for the deferred maintenance program.
