Dear County Office of Education Chief Business Officials:

DEFERRED MAINTENANCE, MAXIMUM STATE MATCH

The annual reports detailing for school districts and county offices of education their deferred maintenance maximum match computed pursuant to California Education Code Section 17584 and California Code of Regulations, Title 2, Section 1866.4.2 are available on the California Department of Education (CDE) Categorical Programs Web site at http://www.cde.ca.gov/fg/aa/ca. These maximums are provided to establish the maximum level of state funding for the 2007-08 Deferred Maintenance program, and are not an indication of whether a district or county office is eligible for matching funds. Please inform your districts that the information is available on CDE’s Web site.

Beginning in 2006-07, the deferred maintenance calculation for charter schools has changed. Pursuant to the requirements of Assembly Bill 740 (Chapter 359, Statutes of 2005), the Deferred Maintenance program is included on the list of programs for which charter schools may not apply for separately if they are participating in the charter school block grant funding model. Consequently, the only charter schools for which a maximum match is calculated are those all-charter districts that are funded through the revenue limit instead of the block grant funding model.

The Office of Public School Construction (OPSC) is responsible for determining a local educational agency’s eligibility and administering the funding for the Deferred Maintenance program. For questions regarding eligibility, deposits into the deferred maintenance fund, or the percentage of the eligible match that will be funded, please contact either Bill Johnstone, Project Manager, OPSC at (916) 323-8176 or bill.johnstone@dgs.ca.gov, or Janice Moss, Project Manager, OPSC at (916) 327-0569 or janice.moss@dgs.ca.gov.

If you have questions regarding the calculation of the maximum match shown on the enclosed reports, please contact either Ellen Venturnio, Administrator, at (916) 327-0538 or eventuri@cde.ca.gov, or Elizabeth Dearstyne, Fiscal Consultant, at (916) 322-0494 or by e-mail at edearstyne@cde.ca.gov.

Sincerely,

Scott Hannan, Director
School Fiscal Services Division
