Dear County Superintendents of Schools, Auditors, and Treasurers:
This apportionment, in the amount of $25,396,503, is made from
funds provided by Item
6110-193-0001(2) of the Budget Act of 2004 (Chapter 208,
Statutes of 2004) and supports Peer Assistance and Review (PAR)
staff development activities and training pursuant to Education
Code sections 44505 and 44506.
The apportionment amount represents 100 percent of the calculated entitlement, which is based on five percent of the October 2003 California Basic Educational Data System count of certificated classroom teachers, rounded up to a whole number, and multiplied by a rate of approximately $1,630 or $1,282. These rates reflect a base of approximately $1,089 plus bonus funding rates of either $541 or $193 depending on which year the local educational agency (LEA) certified entrance into the PAR program. LEAs having less than five certificated employees are provided base funding of approximately $54 per certificated employee plus the minimum funding PAR bonus amount of either $541 or $193.
The PAR program is included in the charter school categorical block grant pursuant to provisional language in Item 6110-211-0001 of the Budget Act of 2004. Therefore, charter schools that are participating in the block grant funding model will receive their funding for this program as part of the charter school categorical block grant, which is allocated as part of the principal apportionment. Charter schools that are not participating in the charter school block grant funding model will receive funding for this program through their chartering agency.
Funding for Supplemental Grant selections made pursuant to Education Code Section 54761.2 will be paid in a special apportionment anticipated to be paid in March 2005.
Warrants will be mailed to each county treasurer approximately four weeks from the date of this Notice. For standardized account code structure (SACS) coding, use Resource Code 7271, California Peer Assistance and Review Program for Teachers, and Revenue Object Code 8590, All Other State Revenue. County superintendents of schools are requested to inform LEAs immediately regarding this apportionment.
