Dear County Superintendents of Schools, Auditors, and Treasurers:
This apportionment, in the amount of $26,636, is made from one-time funds provided in Schedule (6) of Item 6110-485-0001 of the Budget Act of 2003 (Chapter 157, Statutes of 2003) in support of the California Public School Library Act of 1998. The entitlement amount for each participating local educational agency (LEA) is determined by multiplying the 2002-03 second period (P-2) average daily attendance (ADA), excluding Regional Occupational Centers/Programs and Adult Education ADA, by a rate of $0.76079716. This apportionment reflects ADA adjustments and corrections for the LEAs on the enclosed schedule. Upon receipt of this payment, each LEA will have received 100 percent of their adjusted “Part B” entitlement.
The Budget Act of 2003 provided two funding sources for kindergarten through grade twelve (K-12) school libraries which brings the total appropriation for the 2003-04 program to $8,804,395, or $1.51 per pupil. In addition to the one-time funds paid in this apportionment, a separate apportionment from “Part A” funds appropriated in Item 6110-149-0001 of the Budget Act of 2003 is also forthcoming. Funds from both sources are to be used for the purchase of K-12 school library materials consistent with California Education Code Section 18183.
Direct-funded charter schools must apply individually for this program. We identify the amount for direct-funded charter schools separate from the district or county total. All other charter schools must apply through their authorizing agency, and funding associated with the charter school is included in the district or county total.
Warrants will be mailed to each county treasurer approximately four weeks from the date of this notice. For standardized account code structure (SACS) coding, use Resource Code 6296, California Public School Library Act of 1998, and Revenue Object Code 8590, All Other State Revenue. County superintendents of schools are requested to inform LEAs, including direct funded charter schools, immediately of this apportionment.
