NOTICE OF THE FIFTH APPORTIONMENT FOR THE
SMALL SCHOOL DISTRICT
AND COUNTY OFFICE OF EDUCATION BUS REPLACEMENT PROGRAM,
FISCAL YEAR 2003-04
This apportionment, in the amount of $304,285, is made from funds provided in Item 6110-111-0001(2) of the Budget Act of 2003 (Chapter 157, Statutes of 2003) for the purchase of replacement buses for small school districts and county offices of education (Education Code sections 42290-42293, 42301.1 and 42303). Bus replacement grants are paid in two installments. The first 25 percent is paid after qualifying for a grant and the remaining 75 percent is paid after receipt of the new bus and disposal of the old bus. This is the fifth apportionment from the fiscal year 2003-04 funds, representing the final 75 percent payment for the five districts listed on the enclosed schedule. The first 25 percent of the grant was paid in the first apportionment dated October 21, 2003.
The allocation of funds uses a ranking method based on "excess age" of the bus, as specified in the technical assistance manual dated August 2002. Grant amounts are based on the average contract price for a new bus of similar size and type as established by the State Department of General Services. If a school district purchased a used bus after July 1, 1983, the grant amount is limited to the purchase price of the used bus.
Warrants will be mailed to each county treasurer approximately four weeks from the date of this Notice. For standardized account code structure (SACS) coding, use Resource Code 7235, Transportation: School Bus Replacement, and Revenue Object Code 8590, All Other State Revenue. County superintendents of schools are requested to inform each local educational agency immediately of this apportionment.
