Data Collection Purpose
The EIA School Allocations is used to report EIA funding allocated to each participating school within the LEA. All allocations are in whole dollar numbers and must be accurately reflected in each school site’s Single Plan for Student Achievement (SPSA).
Guidance
The allocations calculated are based upon the student demographic data provided on the Economic Impact Aid School Allocations screen and reflect the intent of the LEAs intra-district allocation plan as described in EC Section 54004.5 and CCR, Title 5 regulations regarding EIA allocations to schools.
The LEA may accept the pre-calculated allocations or select the option titled “The LEA wishes to manually enter LEP & SCE site allocations.” This option allows the LEA to replace the pre-calculated figures. Some districts have found this option to be useful in applying specific carryover amounts to individual school sites. This option may also be selected where tiered funding is desired for higher need schools. Lastly, this option provides LEAs the ability to place a zero on the allocation lines for dependent charter schools within the LEA.

Preloaded Data
The Total EIA Allocation will be supplied by the CARS based on data entered on the 2011–12 Economic Impact Aid LEA Allocations screen. This amount must be fully allocated to schools. The school allocation is to be accurately reflected in and accounted for by the approved SPSA.
Funding Method, Grade Span, LEP Student Count, and EDY Student Count are supplied by School Student Counts, Actual. If applicable, the Planned for SCE Funding is supplied by the LEA’s EIA School Allocation Plan.
Standard per Student LEP Rate will be supplied by the CARS.
- For districts choosing to fund both LEP and SCE this rate is derived from the Total EIA Allocation divided by the EDY Student Count at schools SCE Eligible plus the total LEP Student Count at schools Not Eligible for SCE.
- If LEP only is selected the rate will be determined by the Total EIA Allocation divided by the sum of the LEP Student Count column.
The Standard Per Student SCE Rate will be supplied by the CARS.
The Adjusted Per Student SCE Rate will be calculated by the CARS. If both SCE/LEP, this rate equals ((Total EIA allocation minus the sum of LEP allocations) / sum of flagged for funding eligible school’s EDY student count).
The Total LEP Eligible Student Count is the sum all school level LEP student counts.
The Total LEP Ineligible Student Count is the sum of all school level LEP students who are enrolled in schools that do not meet the eligibility requirements for SCE funding. This is equal to the sum of the students listed in LEP Student Count column who are enrolled in schools not eligible for SCE funding.
The Total EDY Eligible Students is sum of all school level EDY student who meet the 50 percent EDY eligibility criteria.
The Standard Per-Pupil EIA/LEP rate will automatically distribute funds to all schools with an LEP student count greater than zero, the standard per student SCE rate will be automatically added to all EDY eligible schools.
The CARS will calculate the Unallocated Amount. The balance must be equal to $0 indicating that 100 percent of the Adjusted Allocation has been distributed to schools. Due to rounding the Unallocated Amount may be greater than zero. To correct this change the Allocation Method to “Manually entered dollar values” and adjust one or more school allocations until the Unallocated Amount equals zero.
The Total LEP Allocation (standardized account code structure (SACS) 7091) is the sum of all school LEP allocations
The Total SCE Allocation (SACS 7090) is the sum of all school SCE allocations.
