Instructions: Protected Prayer Certification

Consolidated Application, Part I program instructions for the Protected Prayer Certification.
Data Collection Purpose

The Protected Prayer Certification meets the annual federal requirements specified in ESEA Title I, Section 9524(b) regarding constitutionally protected prayer in public elementary and secondary schools. This screen is designed to provide the written certification that the LEA has no policy that prevents or otherwise denies participation in constitutionally protected prayer in public elementary and secondary schools.

Procedures
Step Action Program Instructions

Click “Yes” or “No” to indicate whether the Authorized Representative Agrees to the certification. Click one of the buttons.

Enter the Authorized Representative’s Full Name. The LEA must maintain the signed certification page in its files and be prepared to show it to staff during compliance monitoring.

Enter the Authorized Representative Title. Provide the Authorized Representative Title.

Enter the Authorized Representative Signature Date. Provide the Authorized Representative Signature Date.

Provide an Explanation if the LEA is not able to certify at this time. A comment must be entered describing why the LEA is not certifying or does not have a policy in place.

You must click on either the "Yes" button or the "No" button to indicate whether the Authorized Representative Agrees to the Protected Prayer Certification. Click one of the buttons.
If not blank, the Authorized Representative Signature Date must be later than or on April 1, 2011, and cannot be after June 30, 2012. Ensure that the date is within the specified time period.
If the Authorized Representative Agrees to the certification, then the name, title, and date must not be empty. Provide the Authorized Representative’s Name, Date and Title.
If the LEA cannot certify then Authorized Representative’s Name, Date and Title must be empty. Ensure that the Authorized Representative’s Name, Date and Title are blank.
An Explanation must be provided to describe why certification has not occurred. If the certification flag is set to No, a comment must be entered describing why the LEA is not certifying or does not have a policy in place.
