Data Collection Purpose
To identify nonprofit private schools that will participate in ESEA Title I Part A services.
Guidance
The ESEA, Title I, Part A, Section 1120 requires LEAs to provide supplemental educational services to eligible students attending non-profit private schools. These services must be equitable to the services provided for students in public schools. The specific requirements are stated in the Legal Assurances, under ESEA, Participation of Nonprofit Private School Students.

The LEAs must maintain and provide to the CDE upon request, a written affirmation signed by the officials of the participating private schools that the consultation required by ESEA Title I, Part A, Section 1120 (b) has occurred.CDE Program Staff Contact

Note: If the LEA does not have any nonprofit private schools in its attendance area and attempts to download the schools template before adding any schools, the template will be blank. The solution is to add a school before clicking on the “Download Schools Template”.Procedures

If none of the private schools on this page are participating, the LEA must indicate so in this column by checking each school. | For the schools corresponding to this column, the district must have documentation on file to verify that the district consulted with the officials of private schools but the private schools declined services offered by the district. If you contacted schools located outside of your district’s boundary but those schools declined to participate in the Title I program, you do not need to add those nonparticipating schools on this page. |

Click the Affirmation on File box to indicate that the district has received a written affirmation signed by the officials of each participating private school that the required consultation occurred. | Affirmation on file is required if Participation = Yes, optional if Participation = No. |

Enter the low income student count in the Low Income Student Count column if students from your district’s Title I attendance area are attending private schools located outside of your district’s boundaries. | If school is not participating, low income count will not display. Click the Direct Services box if the district is providing direct services to nonprofit private school students. | Leave blank if the district is not providing direct services. |

Click the Contract Services box if the district has entered into an inter-district agreement with a neighboring district or contracted with a third party to provide Title I, Part A services. | In the case of services by a neighboring district, your district must establish an inter-district agreement with the other district that includes funding for those services. If the other district enters into such an agreement with your district, your district must pay the other district the amount generated by the low income students who live within the boundaries of your Title I public school attendance areas but attend the private school located within the boundaries of the other district. |
