Instructions: Title I, Reservations Allowed

Consolidated Application, Winter Release (formerly known as Part II) program instructions for the 2011-12 Title I, Part A, Reservations, Allowed.
Data Collection Purpose

To report LEA allowable reservations before distributing funds to schools, and to calculate and report nonprofit private school set-aside values.


Guidance

The reservations on this screen are for activities or services that constitute direct services to students only and not administrative costs.

Because the reservation of funds by an LEA, unless required by law, will reduce the funds available for distribution to school sites, the LEA must consult with teachers, pupil services personnel (where appropriate), principals, and parents of children in participating schools to determine the amount of funds needed to be reserved. This issue must also be part of the consultation with private school officials.

Equitable participation of private schools does not apply to funds reserved for program improvement activities.

Preloaded Data

The CARS will automatically supply the Nonprofit Private School Equitable Services amount. This reservation is for professional development activities for the private school teachers of students participating in the Title I program at the private schools.

The CARS will automatically supply the Professional Development Reserved for Public Schools.

The CARS will automatically supply the proportionate amount of the Nonprofit Private School Equitable Services reservation for assistance to schools – non PI services

The CARS will automatically supply the Assistance to Schools Reserved for Public Schools.

The CARS will automatically supply the proportionate amount of the Nonprofit Private School Equitable Services reservation for summer school, intersession programs, or before and after school programs

The CARS will automatically supply the Other School Programs Reserved for Public Schools for summer school, intersession programs, or before and after school programs.

The CARS will automatically supply the Adjusted Allocation.

The CARS will automatically supply the Total Required Reservations.

The CARS will automatically supply the Total Allowable Reservations.

The CARS will automatically supply the Total School Allocation.

The CARS will automatically supply the Total Nonprofit Private School Set Aside.

The CARS will calculate the Parent Involvement amount available for LEA-level activities. For more information, please see the Program Guidance document.


Procedures
Step Action Program Instructions
1 Enter the amount reserved for Professional Development for Highly Qualified Teachers and Paraprofessionals. Provide the amount reserved for Professional Development for Highly Qualified Teachers and Paraprofessionals.
2 Enter the amount reserved for Assistance to Schools for non-PI activities.
This amount may include activities such as literacy coaches or other district-wide support activities.
3 Enter the amount reserved for Other School Programs. Include summer school or intersession programs or before and after school programs in this amount.
4 Enter the amount reserved for Salary Differentials. An LEA, rather than a school, may fund variations in personnel costs, such as seniority pay differentials or fringe benefits differentials. This policy would have to be applied consistently to staff serving both public and private school children throughout the LEA.
5 Enter the amount to be reserved for Preschool Programs. See the California Department of Education Title I, Part A Preschool Programs Web page for further information and federal guidance.
6 Enter the amount to be reserved for Capital Expenses for Nonprofit Private Schools (for serving eligible students). This amount is not for general district capital expenses.
7 Enter an amount to be reserved for PI Teacher Incentives and Rewards. The maximum amount is capped at 5 percent of the entitlement after transfers.
8 Enter an amount to be reserved for PI Professional Development of Highly Qualified Teachers. This is no longer a mandated reservation to ensure that teachers and paraprofessionals as all teachers and paraprofessionals are now expected to be highly qualified. See ESEA Section 1119, “Qualification for Teachers and Paraprofessionals” on the U.S. Department of Education Web page (Outside Source).
9 Enter an amount to be reserved for PI Assistance to Schools. The requirement for equitable services for private school students does not apply to funds reserved for activities and services in PI schools.
10 Enter an amount to be reserved for PI Summer School, Intersession Programs or Before and After School Programs. Provide the amount to be reserved for PI Summer School, Intersession Programs or Before and After School Programs.
Error Messages
Error Message Resolution
Teacher incentives and rewards cannot be greater than 5 percent of entitlement after transfers. If LEA is in PI or has schools in PI, the teacher incentives and rewards amount must be equal to or less than 5 percent of entitlement after transfers.
Total reservations cannot be greater than the adjusted allocation amount. The sum of total required reservations and total allowed reservations cannot be greater than the adjusted allocation amount.
The following types of set-asides only apply to LEAs in PI or those with schools in PI: Teacher Incentives, Highly Qualified Teachers, Assistance to Schools, Summer school, intersession programs or before and after school programs.
