Instructions: Title I, Reservations, Required

Consolidated Application, Winter Release (formerly known as Part II) program instructions for the 2011-12 Title I, Part A, Reservations, Required.
Data Collection Purpose

To report LEA required reservations before distributing funds to schools, and to calculate and report nonprofit private school set-aside values.


Guidance

The reservations for:

are for activities or services that constitute professional development for staff and direct services to students only.

The reservations for:

are for direct services as well as indirect services to eligible Title I, Part A, students.

Because the reservation of funds by an LEA, unless required by law, will reduce the funds available for distribution to school sites, the LEA must consult with teachers, pupil services personnel (where appropriate), principals, and parents of children in participating schools to determine the amount of funds needed to be reserved. This issue must also be part of the consultation with private school officials.

Equitable participation of private schools does not apply to funds reserved for program improvement activities.

Preloaded Data

The Total Participating Nonprofit School Low Income Students will be supplied by the CARS.

The CARS will calculate the Percent of Nonprofit Private School Low Income Students for Equitable Service Calculations.

The CARS will supply the Title I, Part A Adjusted Allocation.

The CARS will calculate the Nonprofit Private School Parent Involvement Set-aside.

The CARS will calculate the Amount Remaining. This is the balance of funds reserved for Parent Involvement after subtracting the amount for Parent Involvement activities for the parents of private school participants.

The CARS will calculate the Balance Available for LEA-level Parent Involvement Activities. For more information, please see the Program Guidance document.

The Total PI Professional Development will be automatically calculated by the CARS.


Procedures
Step Action Program Instructions
1 Enter the Number of Low Income Students residing in participating Title I attendance areas of the district. This includes the number of low income students who attend nonprofit private schools. Provide the Number of Low Income Students residing in participating Title I attendance areas of the district. This is the count of low income students from the attendance area of the Title I public schools including the number of low income students who are attending nonprofit private schools participating in the Title I program.
2 Enter the percentage reserved for Parent Involvement, this must be calculated on the basis of the LEA’s total Title I, Part A, allocation prior to adding in the Carryover. (ESEA Section 1118[a][3][A]). An LEA that receives a Title I, Part A, allocation of greater than $500,000 must reserve not less than one percent of its Title I, Part A, allocation to carry out the provisions of ESEA Section 1118 “Parental Involvement,” including promoting family literacy and parenting skills. For more information, please see the Program Guidance document.
3 Enter the Public School Parent Involvement. An LEA that receives a Title I, Part A, allocation greater than $500,000 may reserve an amount larger than one percent of its Title I, Part A, allocation (after transfers and prior to carryover). The “95 percent of ‘Amount Remaining’” must apply to the balance of the one percent after funds for private school set-aside for parents have been deducted. For more information, please see the Program Guidance document. If the LEA allocates greater than 95 percent to its public schools, a comment must be entered indicating the actual percent of the amount remaining allocated to its public schools.
4 Enter the Direct or Indirect Services to Homeless Children, Regardless of their School of Attendance. Enter the amount of reservation for services to homeless children.
5 Enter the Homeless Services Provided. Describe the services that will be provided to Homeless Children using these reservation funds. For more information, please see the Program Guidance document.
6 Click on the appropriate Local Neglected Institutions button. Indicate whether the LEA has institutions to serve neglected children.
7 Enter the amount of Title I, Part A funds needed to provide Direct or Indirect Services in Local Institutions for Neglected Children comparable to those received by students who attend Title I funded schools. Definition: Neglected students are those that are wards of the court due to abandonment, abuse or neglect by parents or guardians. These students reside in licensed 24-hour care facilities such as group homes and shelters. For more information, please see the Program Guidance document.
8 Click on the appropriate Local Delinquent Institutions button, to indicate whether the LEA has institutions to serve delinquent children. Definition: Delinquent students are connected to the juvenile justice system and reside in 24-hour care facilities such as group homes and correctional institutions.
9 Enter the amount of Title I, Part A funds needed to provide Other Neglected or Delinquent Services comparable to those received by students who attend Title I funded schools. Provide the amount of Title I, Part A funds needed to provide Other Neglected or Delinquent Services comparable to those received by students who attend Title I funded schools.
10 Enter the amount to be reserved from Title I, Part A (Basic Grant), to pay for Public School Choice Transportation (Choice). Provide the amount to be reserved from Title I, Part A (Basic Grant), to pay for Public School Choice Transportation (Choice).
11 Enter the amount to be reserved from Title I, Part A (Basic Grant), to pay for PI schools Supplemental Educational Services (SES). Provide the amount to be reserved from Title I, Part A (Basic Grant), to pay for PI schools Supplemental Educational Services (SES).
12 Enter an amount to be reserved from Title I, Part A (Basic Grant), to pay for PI schools Parent Outreach and Assistance for Choice and SES. The maximum amount is capped at 0.2 percent of the LEA’s total Title I, Part A allocation or 1 percent of the 20 percent obligation (1 percent cap). For more information, please see the Program Guidance document.
13 Click on the appropriate Professional Development Funds button.
Indicate whether the LEA will use PI school-level professional development funds to help meet the LEA 10 percent minimum professional development requirement.
14 Enter a minimum of 10 percent of the total Title I, Part A Allocation plus any carryover in this category from the previous year for PI Professional Development. Provide a minimum of 10 percent of the total Title I, Part A Allocation plus any carryover in this category from the previous year for PI Professional Development.
15 Enter the 2010–11 PI Professional Development Carryover. Any funds that the LEA reserved for professional development in SY 2010–11 but did not use that year, must be carried over into SY 2011–12 and used for professional development activities. These carryover funds may not be used for other Title I purposes. In addition to the 2009–10 funds carried over for professional development activities, the LEA, if it is still identified for PI in SY 2011–12, must also reserve 10 percent from its SY 2011–12 Title I, Part A allocation for professional development activities.

Number of nonprofit private school low income student count must be greater than zero. Title I Part A Nonprofit Private School Participation has a low income student count greater than zero. If Title I Part A Private Non Profit School Participation low income student count is greater than zero, value entered cannot be zero.
Number of public school low income student count must be greater than zero. School Student Counts sum of low income student counts is greater than zero. If School Student Counts, Projected sum of low income student count is greater than zero, the value entered cannot be zero.
Parent Involvement amount cannot be less than 1 percent of Title I Part A entitlement plus transfers in. Parent Involvement amount must be equal to or greater than 1 percent of Title I Part A entitlement plus transfers in.
A parent involvement reservation is not required. One percent of Title I Part A Entitlement After Transfers Amount is equal to or less than $5,000. A parent involvement reservation is not required. One percent of Title I Part A Entitlement After Transfers Amount is equal to or less than $5,000.
Public school parent involvement amount cannot be greater than the original parent involvement amount. Public school parent involvement amount cannot be greater than the original parent involvement amount.
LEA has local institutions for neglected children or children currently classified as neglected. The amount reserved for neglected children must be greater than zero. If the neglected institutions flag is yes, Neglected Children Amount must be greater than zero.
LEA has local institutions for delinquent children and did not receive a Title I Part D entitlement. The amount reserved for neglected delinquent services must be greater than zero. If the delinquent institutions flag is yes, and the LEA did not received a Title I Part D entitlement, Other Neglected Or Delinquent Services Amount must be greater than zero.
Parent outreach cannot be greater than .2 percent of the total entitlement after transfers. The Parent Outreach amount must be equal to or less than .2 percent of the entitlement after transfers.
The current amount set aside for Choice, SES and Parent Outreach is less than 20 percent of the entitlement. If he sum of Choice, SES and parent outreach is less than 20 percent of the Title I Part A entitlement a warning message should display.
The amount reserved for professional development can not be greater than 10 percent of the entitlement. The amount reserved for professional development cannot be greater than 10 percent of the entitlement.
Neglected Institution is a required field. Either Y or N must be selected. If an LEA is not a direct funded charter. The field is required field.
Delinquent Institution is a required field. Either Y or N must be selected. If an LEA is not a direct funded charter. The field is required field.
The amount reserved for professional development must be greater than zero. If LEA is in PI and the Professional Development Validation Flag equals Yes. The amount for PI Professional Development must be greater than zero.
The Choice set-aside must be equal to or greater than 5 percent of the Title I Part A entitlement. LEA has one or more schools in PI. The Choice set-aside must be equal to or greater than 5 percent of the Title I Part A entitlement. LEA has one or more schools in PI.

SES set-aside only applies to LEAs with PI Schools in year 2 or higher. The LEA does not have one or more schools in PI year two or beyond. SES Set Aside Amount is not applicable and should not be submitted.

2010–11 PI professional development carryover only applies to LEAs in PI. Prior Year PI Professional development carryover is not relevant to LEAs not in PI.

This LEA has filled out Title I, Part A Nonprofit Private School Participation, it must be certified before this submission. If Title I, Part A Nonprofit Private School Participation exists and is a draft,  Title I, Part A Nonprofit Private School Participation must be certified before this data collection. Currently Certification Dependencies do not handle conditional dependencies.
The LEA has nonprofit private schools receiving equitable Title I, Part A services, the Parent Involvement set aside should be greater than zero. The LEA has nonprofit private schools receiving equitable Title I, Part A services, the Parent Involvement set aside should be greater than zero.
The LEA has one or more nonprofit private schools participating in Title I Part A equitable services with no low income student count. Low income student counts must be entered in the Title I, Part A Nonprofit Private School Participation data entry form.
