Data Collection Purpose
The purpose of this data collection is to calculate the total allocation amount available to the LEA for Title II Part A Teacher & Principal Training & Recruiting, and to report required reservations.
Charges by the district may include indirect costs and any repayment of funds.

The CARS will provide the 2011–12 Title II, Part A Entitlement.
The CARS will provide the Total Funds Transferred in to Title II, Part A.
The CARS will provide the Total Funds Transferred out of Title II, Part A.
The CARS will automatically calculate the 2011–12 Entitlement after Transfers.
The CARS will automatically calculate the 2011–12 Allocation.
The CARS will automatically calculate the Title II, Part A Adjusted Allocation.
The CARS will automatically calculate the Funds Available for Flexible Use under REAP.
The Total Budgeted amount will be automatically calculated by the CARS.
|1||Enter the 2010–2011 Carryover (as of 06/30/2011).||Provide the 2010–2011 Carryover (as of 06/30/2011).|
|2||Enter the Repayment of Funds to be repaid from the LEA in response to a fiscal audit, a CPM, or a complaint investigation. Also, provide an explanation of why repayment dollars were added back to the allocation.
||The amount must equal the determination made from the foregoing processes. The Repayment Comment must be greater than or equal to five characters, but not more than 500 characters.|
|3||Enter the Administrative and Indirect Costs.||The ICR for federal programs is a rate previously approved by the CDE through the use of Form ICR. Final approved rates are posted on the CDE ICR Web page.|
|4||Enter the amount reserved for Professional Development for Teachers.||This includes, but is not limited to, activities that develop and or enhance content knowledge; subject specific instructional strategies; class management; examination of student achievement data.|
|5||Enter the amount reserved for Professional Development for Administrators.||This includes, but is not limited to, development, articulation, implementation of school community, school culture, instructional programs, proper management of the organization, its operations, and its resources for a safe, efficient, and effective learning environment; effective hiring practices; effectiveness of contract language.|
|6||Enter the amount reserved for the Subject Matter Project.||This includes, but is not limited to, activities and similar content development activities. This does not include activities such as SB 472, California Language Acquisition Development/English Language training and other pedagogical trainings.|
|7||Enter the amount reserved for the Examination Fees, Reimbursement.||Provide the amount reserved for the Examination Fees, Reimbursement.|
|8||Enter the amount reserved for the Test Preparation Training and/or Materials.||This includes, but is not limited to, development and or purchase of training materials directly related to preparing for taking any exam directly related to acquiring Highly Qualified (HQ) status; purchasing of reading material directly related to the preparation for taking any exam directly related to acquiring HQ status.|
|9||Enter the amount reserved for Recruitment Activities.||This includes, but is not limited to, payment for travel directly related to recruitment; advertizing material or radio air time directly related to recruitment.|
|10||Enter the amount reserved for Hiring Incentive and/or Relocation Allotment.||This includes, but is not limited to, directly paying a monetary amount for accepting a certain position; paying directly or reimbursement of relocation expenses directly related to accepting a position; board-authorized incentive for hard–to–staff school sites.|
|11||Enter the amount reserved for National Board Certification and/or Stipend.||This includes, but is not limited to, direct payment or reimbursement of training and material related to obtaining National Board Certification in assigned area; payment of stipend related to holding National Board Certification in assigned area.|
|12||Enter the amount reserved for Verification Process for Special Settings (VPSS).||This includes, but is not limited to, direct payment or reimbursement of VPSS training directly related to obtaining HQT status.|
|13||Enter the amount reserved for University Course Work.||This includes, but is not limited to, directly paying or reimbursement of university/college course work directly related to obtaining subject matter competency, clearing a credential, if said credential is directly related to acquiring HQ status.|
|The Indirect and Administrative Costs amount exceeds the allowable 15 percent for administrative costs.||The Indirect and Administrative Cost Amount cannot be greater than 15 percent.|
|The total budgeted Section 2141 reservation amount must be greater than zero.||If LEA is on Section 2141 source data list, then total Section 2141 reservation amount must be greater than zero. A value must be entered in at least one field.|
|The total budgeted Section 2141 reservation amount cannot exceed the Adjusted Allocation Amount.||If LEA is on Section 2141 source data list, then total reservation amount cannot be greater than Title II entitlement + prior year carryover amount - indirect and administrative cost amount.|
|Federal Transferability must be certified before this submission.||If Federal Transferability exists and is a draft, Federal Transferability must be certified before this data collection. Currently Certification Dependencies do not handle conditional dependencies.|
