Instructions: Title III, Immigrant Allocation

Consolidated Application, Winter Release (formerly known as Part II) program instructions for the 2011-12 Title III, Part A, Immigrant LEA Allocation.
Data Collection Purpose

The purpose of this tool is for the LEA to calculate the total allocation amount available to the LEA for Title III Part A Immigrant, and to report required allocations.

Please visit the Request for Application Web page at Title III Immigrant Education Subgrant Program to obtain the projected entitlement amount for the LEA.

The CARS will provide the 2011–12 Title III Part A Immigrant Entitlement.

The CARS will automatically calculate the 2011–12 Allocation.

Procedures
Step Action Program Instructions
1 Enter the 2010–11 Carryover. Provide the 2010–11 Carryover.
2 Enter the Repayment of Funds to be repaid to the LEAs Title III fund in response to a fiscal audit, a CPM review, or a complaint investigation. The amount must equal the determination made from the foregoing processes.
3 Enter the amount to be reserved for Administrative and Indirect Costs. Administrative costs include both direct and indirect costs. Administrative costs are any costs, indirect or direct, that are administrative in nature and support the management of a program. For more information regarding administrative costs, please access the CSAM Procedure 905 found at CSAM (Posted 7-12-2011; PDF; 3MB; 635pp.).

For LEAs who consolidate administrative funds, the maximum amount available for administrative costs is what is reasonable and necessary for the proper and efficient administration of the programs provided that the LEA budgets and expends at least 85 percent of the grant amounts at school sites for direct services to pupils. Administrative and Indirect Costs that are more than 15 percent of the Entitlement will be reviewed by the CDE to determine reasonableness. Ensure that the Administrative and Indirect Costs are appropriate.
Administrative and Indirect Costs cannot be greater than the 2011–12 Allocation. Administrative and Indirect Costs cannot be greater than the 2011–12 Allocation.
