CALPADS Data Dependency on CARS for School Title I Program Status
The California Longitudinal Pupil Achievement Data System (CALPADS) End of Year 2 (EOY2) data collection is dependent on data LEAs certify in the CARS Title I, Part A Notification of Authorization of SWP data collection. As such, it is important that LEAs receiving Title I Part A funding review and certify their 2012–13 data in the CARS as soon as possible so that CALPADS will reflect the most current Title I Part A program status as either Targeted Assistance Program (TAS) or School Wide Program (SWP) for each school. Within the CARS, the 2012–13 Title I, Part A Notification of Authorization of SWP data collection is currently open for new submissions with a deadline date of June 30, 2013.
If the LEA has not already certified their 2012–13 Title I, Part A Notification of Authorization of SWP school data, CALPADS will use the 2011–12 certified data in the meantime. The TAS/SWP status in CALPADS cannot be updated until the LEA has certified the 2012–13 version of this data collection in CARS.
Spring 2013 Release – Local Board and Advisory Committee Review Dates
The California Department of Education is still on track for a timely release of May 15 for the data collections in the Spring 2013 collection period. Some LEAs have asked whether the department would continue to provide LEAs with flexibility in entering future dates into their ConApp given that many LEAs close operations for summer break. The following table summarizes the key dates associated with the coming 2013–14 application as compared with last year.

Preliminary List of Spring 2013 Data Collection Changes
We are sharing the following preliminary list of significant changes with LEAs now so you can prepare for them. If program staff provide additional significant changes, we will share those with you as well. If you have questions or concerns about the changes, please contact the program office.
Note: These changes are not final and may be subject to further change.
Title I Part A
2012–13 Title I, Part A School Funded Staff Report
- The data collection is relevant to all public schools, including school wide program (SWP) schools, and funded non-public.
- The system will enforce the data element collection for the specific school type as summarized in the table below.

2012–13 Title I, Part A School Service Area Report
- Will not be collected for students in public schools. (Those data will be sourced from CALPADS.)
- The nonprofit private school applicable data elements will be moved to Title I, Part A Nonprofit Private School Student Demographics and Services.
2012–13 Title I, Part A Nonprofit Private School Student Demographics and Services
- New title.
- Will be collected only for funded nonprofit private schools.
- Remove field: LEP Student Count – not applicable for nonprofit private schools.
- Added Instructional Service Area student counts for Reading and Mathematics.
2012–13 Title I, Part A Parental Involvement Policies
- Added four new data elements: LEA level contact information.
2012–13 Title I, Part A Program Improvement Expenditures and Reallocation Criteria
- Added a general comment field.
Planned 2013–14 Title I, Part A School Allocations
- A new exception code has been created that will allow the LEA to not fund a locally funded charter schools that does not want to participate in Title I, Part A.
- A new exception code has been created that will allow the LEA to skip higher ranked schools in order to fund a locally funded charter.
Title I Part D
2012–13 Title I, Part D Facilities Report
- Added new field for each program type: Number of facilities that reported student data.
2012–13 Title I, Part D Outcomes
- Added a general comment field for each program type.
2012–13 Title I, Part D Academic Performance
- For each program, and for reading/math, the sum of all post-tests results must equal the total number of students who took the pre- and post-tests.
Title II, Part A
2011–12 Title II, Part A Fiscal Year Expenditure Report, 24 Months
- Added a general comment field.
2012–13 Title II, Part A Fiscal Year Expenditure Report, 12 Months
- To support the requirements of Section 2141, the general expenditure categories have been broken out to collect detailed expenditure items.
- Add a general comment field.
2012–13 Title II, Part A School Class Size Reduction Report
- LEA relevancy has changed, the data collection will display for all LEAs not just those that applied for or received a Title II entitlement.
2013–14 Other ESEA Nonprofit Private School Participation
- If the district is an elementary school district or high school district (non-unified) the LEA will be able to add shared nonprofit private schools for Title II, Part A participation.
Title III, Part A Immigrant
2011–12 Title III Part A Immigrant YTD Obligations Report, 24 Months
- Added a general comment field.
2012–13 Title III Part A Immigrant YTD Obligations Report, 12 Months
- Added a general comment field.

Data Flow for School Funding Plans

It should be noted that the LEA can edit and update student counts on BOTH the Student Counts, Projected and (later in the year) in Student Counts, Actual data collections.
