Instructions: Application for Categorical Funding

Consolidated Application, Spring Release (formerly known as Part I) instructions for the Application for Categorical Funding.
Data Collection Purpose

The Application for Categorical Program Funding declares that the LEA, authorized by the local governing board, is applying for specified categorical aid funds.

The LEA will not be able to see or access the Application for Categorical Program Funding until it has certified the Certification of Assurances for the fiscal year.


Guidance

District English Learner Advisory Committee (DELAC): Each California public school district, grades kindergarten through twelve, with 51 or more English learners must form a District level English Learner Advisory Committee (DELAC) or subcommittee of an existing districtwide advisory committee. Parents or guardians of English learners not employed by the district must constitute a majority membership (51 percent or more) of the committee. (Education Code [EC] Section 52176 [a])

Only the categorical funds the LEA is eligible to receive are displayed. Questions regarding program eligibility should be directed to the CDE contact person assigned to the specific program. Contact information can be found at the ConApp Web page.

Conditional Display Items
  1. Only funding opportunities the LEA is eligible to receive (based on LEA structure or program eligibility lists) will be displayed.
  2. If the LEA is eligible to receive Title VI Subpart 1 Small, Rural School Achievement Grant and elects to participate, the screen will expand and prompt the user for participation in Title VI Subpart 1 REAP Flexibility. The LEA must select Title VI Subpart 1 Small, Rural School Achievement Grant first.

Procedures
Step Action Program Instructions

Enter the Local Governing Board Approval Date of the meeting on which the board of trustees of the LEA reviewed and approved this application. If the board will not approve the application until after the required submission date, the application must be submitted after the board meeting.

Enter the DELAC Representative’s full name. Provide the DELAC Representative’s full name.

Enter DELAC Review Date. The LEA must provide an opportunity for the committee to review the EIA School Allocation plan prior to the local board meeting. (EC Section 64001 [a])

Enter the web address where the review meeting minutes are located.

If a web address is not available, the LEA must keep the minutes on file which indicate that the application is approved by the committee.

Enter a Comment if the committee refused to review.
Indicate the date(s) of meetings held to provide input, along with any explanation.

Select "Yes" in the appropriate box for each categorical program in which the LEA requests Participation during 2012-13. Only funding opportunities the LEA is eligible to receive (based on LEA structure or program eligibility lists) will be displayed.

If the DELAC Review Date is blank, a comment must be entered providing an explanation. If the DELAC Review Date is blank, a comment must be entered providing an explanation of why review was not obtained or that review is not applicable.

A Title III, Part A Immigrant Participation selection is missing. Either Yes or No must be selected. LEA is eligible for Title III, Immigrant, but did not select Yes or No.
A Title III, Part A LEP Participation selection is missing. Either Yes or No must be selected. LEA is eligible for Title III LEP, but did not select Yes or No.
The local board approval date is missing. Local Board Approval Date must be included. The local board approval date is missing. Local Board Approval Date must be included.
The local governing board approval date cannot be beyond August 31, or if today's date is after August 31, greater than today's date. If today's date is September 1 of the Fiscal Year or later, the local governing board approval date must be equal to or earlier than today's date. Or if today's date is August 31 of the current fiscal year or earlier, the local governing board approval date cannot be greater than August 31.
Protected Prayer Certification must be certified before this submission. If Protected Prayer is not certified non-obsolete. This was a regular certification dependency, but was changed since no data is actually used in other data collections.
The DELAC representative's full name is required. If the DELAC approval date is not blank, the DAC representative's full name is required.
