Instructions: Authorization of Schoolwide Program

Consolidated Application, Spring Release (formerly known as Part I) program instructions for the ESEA Title I, Part A Notification of Schoolwide Program (SWP) Authorization.
Data Collection Purpose

This form provides notification to CDE of a school's eligibility and local board approval to operate under and report as SWP.


Guidance

Guidance for the ESEA Title I, Part A SWP Authorization can be found on the SWP Web page and in Section 1114, Title I, ESEA.

Please note: a re-evaluation of the SWP as result of the required annual review does not require a new notification of authorization of SWP.

Information must be provided only for schools being designated as SWP.

Preloaded Data

The CARS will supply the School Name and School Code from the California School Directory database.

The CARS will supply the School Improvement Grant (SIG) Approval Date for those schools for which the CDE has been notified of the date.


Procedures
Step Action Program Instructions
1 Enter a check in the box Authorized as a schoolwide program. For any authorized school(s) enter a check in the box Authorized as a schoolwide program.
2 Enter the Local Board Approval Date in mm/dd/yyyy format. Provide the Local Board Approval Date.
3 Enter the SIG Approval Date in mm/dd/yyyy format, if applicable. Provide the SIG Approval Date, if applicable.
4 Enter the Poverty Level Percent. If the Poverty Level Percent is lower than 40, there must be a SIG Approval Date.
Error Messages
Error Message Resolution
The Poverty Level Percent must be 40 percent or greater if no SIG Approval Date is provided. Provide a Poverty Level Percent of at least 40 or the SIG Approval Date.
The Local Board Approval Date can not be a future date or a pre-NCLB approval date. Ensure that the Local Board Approval Date is correct.
The SIG Approval Date can not be later than Local Board Approval Date if Poverty Level Percent is less than 40. Ensure that the SIG Approval Date is correct.
Data is missing for School: A record for all attendance areas schools must be submitted. A school level record is missing for this data collection, if this error message displays verify the school record exists then reload the school file. This may occur if a batch file is missing a school or the expected school list used for the display list is different than the school list used for the rule.
School: is not a valid school for this LEA to serve. If this error displays, please contact CARS Support Desk. Only schools within the LEA's attendance area, per CDS, can be included.
Federal Transferability has been certified with data from this form. After certifying this data, Federal Transferability must be saved and certified again. If Federal Transferability is certified not obsolete, Federal Transferability must be re-certified.
This data collection is not applicable for the LEA. The LEA did not apply for Title I Part A funding. If this error message displays the LEA should report the error to the CARS Support Desk.
