Data Collection Purpose
The purpose of this data collection is to allow the LEA to select options which will determine the ranking and funding requirements for Title I, Part A.
Note: this data collection will not display if the LEA did not apply for Title I, Part A.
The program rules related to Title I, Part A funding are complex. Refer to the 2012-13 ConApp Program Guidance for detailed information regarding these funding rules. If a school grade level configuration is modified the LEA must initiate the California School Directory Database change process located at the CDE Schools and Districts Web page. The proper form may be found under the section "School and District Updates," "School Forms," then select "Change Request for a California School Directory Database Code" (form TSD02) (Revised 05-Mar-2008; DOC). This form must be submitted to the CDE per instructions.

The Name of School and California School Directory Database Code are retrieved from the California School Directory database.
The number 1, 2, or 3 in Grade Span Group column identifies the grade span designation for each school. This designation has been assigned by the CARS. See the School Grade Span Group Assignment section of the Program Guidance for information on grade span group assignment.
The Projected Enrollment data was entered on the School Student Counts data entry form.
The Projected Low Income Students data was entered on the School Student Counts data entry form.
The CARS will calculate the Low Income Percent.
The Y or N in the Eligible column indicates whether the school is Eligible for Title I, Part A funding. A school is eligible if the school’s low income percent is equal to or greater than district low income percent.
The Y or N in the Funding Required column indicates whether Title I funding is required for this school. Funding is required if the school’s low income percent is equal to or greater than 75 percent.
The number in the Ranking column is used to determine eligibility for Title I funds.
School Ranking Exceptions
The CARS facilitates LEAs in planning and allocating ESEA, Title I, Part A consistent with program rules in statute and non-regulatory guidance. The rules are complex. Certain exceptions to the rules are outlined in ESEA, Title I, Part A, Section 1113. In CARS, LEAs can use Exception Reason Codes, where allowable. Please see the ConApp Program Guidance document, Ranking Decisions section for the definition of the codes:
- At least 35 percent low income
- Public school poverty rate above district poverty rate
- Skipping an eligible school that will be served by state or local resources that meet the requirements of Title I
- Desegregation 25 percent waiver
- Grandfather provision
- Feeder pattern
| Select Yes or No to group schools by grade span.
||If the LEA would like to rank schools based on grade span, select Yes; if not, select No.|
|If the school will be receiving Title l funds, click on Fund Flag.||If the LEA is allocating funds to an eligible school the Fund Flag must be checked in order for an allocation to be entered later in the funding cycle.|
|If an exception to funding is needed, enter a valid Exception Reason.||If the LEA will not be allocating Title I Part A funds to a school that is eligible and cannot be skipped, or is funding an ineligible school, then the LEA must indicate the reason by using the appropriate Exception Reason. The school must be funded because it has a Low Income Percent >= 75 percent and cannot be skipped. If the LEA will not be allocating Title I Part A funds the LEA must indicate, with the Other Funding Exception Reason c = "Funded by Other Allowable Sources".
|School: is not eligible for Title I Part A funding without a valid exception reason.|| This rule does not apply for small districts or for school districts with one school per grade span.
A school must meet low income edibility requirements before an LEA can elect to allocate Title I Part A funds. If the school meets specific exception criteria, an exception code must be entered.
|School: is funded before a school with a higher Low Income Percent. An Exception Reason must be provided.|| This rule does not apply for small districts
The school meets Title I Part A low income eligibility, but a higher ranking school without a "c Other funding" exception was skipped, and this school does not have an exception reason. If the LEA is skipping a school, an appropriate Exception Reason must be provided.
|School: has an invalid exception reason. Exception Reason b Magnet School, is only valid when the school Low Income Percent is below the Districtwide Low Income Percent.||The school's low income percent is not below the districtwide average. The school does not meet the requirements for Exception Reason B Magnet School.|
|School: has a Low Income percent below 35 percent but above the district average. If the LEA is choosing to allocate fund the school, the 125 percent allocation rule should be applied.|| This rule does not apply for small districts or for school districts with one school per grade span.
An LEA may serve a school with a low income percent below 35 percent if the district average is below 35 percent. If the LEA is choosing to allocate fund to a school(s) that meets this criteria, the 125 percent allocation rule should be applied.
|School: has an invalid exception reason.|| This rule does not apply for small districts
An invalid exception code was entered, or the school does not meet the requirements of the exception code entered.
|School: is not a middle or high school. Feeder pattern exception only applies to middle and high schools.||The school is not a middle or high school. Feeder pattern exception only applies to middle and high schools.|
|The LEA is not participating in Title I, Part A. This data collection is not applicable.||If Title I, Part A Application = N this data collection and any certified data is not applicable for the LEA.|

The school did not received prior fiscal year funding or used the exception code in the prior fiscal year.|| This rule does not apply if single school district or enrollment under 1,000 or for school districts with one school per grade span.
If Funding Required = N (low income is below 75 percent) and TIPA eligible flag = N (below districtwide low income percent) and if the school's prior year Title I Part A School Allocation $ Per Low Income Student is equal to 0 (zero) or if the school's Title I Part A School Allocation $ Per Low Income Student is greater than 0 and Exception Reason = e then exception code "e" is not valid.
