Instructions: 2011-12 Title I Part A Carryover

Consolidated Application, Winter Release program instructions for the 2011-12 Title I Part A Carryover.
Data Collection Purpose

Report fiscal year expenditures and to determine the amount of Fiscal Year 2011-12 Title I, funds to be carried over to Fiscal Year 2012-13. The 2011-12 Title I, Part A, Carryover must be completed by all LEAs with Title I, Part A allocations.

LEAs receiving less than $50,000 of Title I, Part A, funds (including funds transferred-in from other sources) in Fiscal Year (FY) 2011-12 are not subject to the 15 percent carryover limit but are required to complete this data collection.


What is Different from Last Year

Prior year carryover (FY 2010-11) and related expenditures are reported separately on the top of the page. LEAs reporting unspent carryover for fiscal year 2010-11 will be billed for this amount to be returned to CDE.


Guidance

Section 1127(a) of Title I of the ESEA limits the amount of Title I Part A funds an LEA may carry over from one fiscal year’s allocation not more than 15 percent of the total Title I Part A funds allocated to the LEA for that fiscal year. The law allows a state educational agency (SEA) to grant an LEA a waiver of this carryover limit if: (1) the LEA’s request is reasonable and necessary, or (2) a supplemental Title I Part A appropriation becomes available. The SEA may grant such a waiver once in three years.

Note: The waiver must be approved before the LEA can spend the carryover funds that are in excess of the 15 percent limit.

If an LEA received a waiver in the last two years, the LEA is subject to the once in a three year restriction and is not allowed to carry over funds exceeding the 15 percent limit. The CDE will bill the LEA for the amount exceeding the 15 percent carryover limit.

2 Enter the 2011-12 Title I Part A, Expenditures and Encumbrances as of June 30 for the period of July 1, 2011 through June 30, 2012. Do not include the carryover amount spent during this time. The carryover expenditures are reported on top of the page as indicated in Step 1 of the instructions.

Error Message: Expenditures and encumbrances as of June 30, 2012 must be less than or equal to Title I Part A available allocation.

Reason: Expenditures and encumbrances as of June 30, 2012 must be less than or equal to Title I Part A available allocation.

This expenditure/encumbrance amount is for the entire 15 months and not just for the three months. Do not include any carryover amount spent during this time.

If the Title I, carryover percent as of September 30, 2012 is 15 percent or less, this data collection is complete. However, if the Title I carryover percent as of September 30, 2012 is greater than 15 percent, CARS will display a carryover waiver screen for the eligible LEAs. The LEAs are required to either complete the waiver section to request a waiver or not complete the waiver request and CDE will bill the LEA to return the excess carryover amount (the amount exceeding the 15 percent carryover limit.

If the LEA has received a carryover waiver approval in the previous two years, CARS will display a message with the statement and CDE will bill the LEA for the amount that exceeds the 15 percent carryover limit.

To complete the waiver request, describe major activities to be funded by the carryover amount as of September 30, 2012. This includes the entire carryover amount, not just the amount exceeding the 15 percent carryover limit. Each activity must be clearly stated along with the amount of carryover funds budgeted for the activity.

Error Message: A waiver description is required.

Reason: If Waiver Item Amount is greater than zero, then Waiver Item Description cannot be blank.

The total waiver budgeted amount must equal the 2011-12 carryover amount as of September 30, 2012. If the total waiver budgeted amount is greater than zero it must equal the 2011-12 carryover amount as of September 30, 2012.
LEA received less than $50,000 in Title I Part A funds, a waiver is not applicable. If September carryover percentage is greater than or equal to 15 percent and LEA entitlement plus transfer in greater than or equal to $50,000 a waiver is not applicable.
LEA is not eligible for a waiver. LEA has previously applied for and received a waiver in the last two years. CDE will invoice the LEA to return funds exceeding the 15 percent carryover limit. If September carryover percentage is greater than or equal to 15 percent and LEA entitlement plus transfer in greater than or equal to $50,000 and LEA is not on the ineligible list the LEA is eligible to complete a waiver.
Note: LEA is eligible for a waiver. If the waiver is not completed CDE will invoice the LEA to return funds exceeding the 15 percent carryover limit. If September carryover percentage is greater than or equal to 15 percent and LEA entitlement plus transfer in greater than or equal to $50,000 and LEA is eligible to complete a waiver and total budgeted equal zero. And waiver has not been completed.
The 2011-12 carryover amount as of June 30, 2012 is not calculated properly. The Carryover 12 Month Amount must equal Entitlement + Transferred In - 12 Month Expenditure Amount or 0, whichever is more. This value is calculated in the page, and saved. This will appear if the Carryover 12 Month Amount is not saved with the submission, the page didn't function properly or if the entitlement or Transferred In changed.
The 2011-12 carryover amount as of September 30, 2012 is not calculated properly. The Carryover 15 Month Amount must equal Entitlement + Transferred In - 15 Month Expenditure Amount or 0, whichever is more. This value is calculated in the page, and saved. This will appear if the Carryover 15 Month Amount is not saved with the submission, the page didn't function properly or if the entitlement or Transferred In changed.

Title I Part A LEA Allocations has been certified with data from this form. After certifying this data, Title I, Part A LEA Allocations must be saved and certified again. If Title I Part A LEA Allocation is certified not obsolete, Title I Part A LEA Allocation must be re-certified.

2010-11 Carryover monies spent during the current fiscal year cannot be greater than the prior year 15 month carryover amount. Prior Year Carryover Expenditure Amount must be equal to or less than Prior Year Carryover 15 Month Amount.
