Instructions: 2012-13 PI Activity and Expenditure

Consolidated Application, Winter Release program instructions for the 2012-13 Title I Part A PI Midyear Activity and Expenditure Report.
Data Collection Purpose

If one or more schools is in Program Improvement, the LEA is required to provide a mid-year status of activities related to Choice and or SES services. The legal authority for collecting such data is in accordance with the requirements in the ESEA, 20 USC 6316 and 34 CFR, Section 200.48.


Guidance

The cut-off date for the number of students reported was January 15, 2013.

Activities
Step Action Program Instructions
1 Enter the Number of Students Applying for Choice in PI schools Year 1 and beyond to a non-PI school during the 2012-13 school year under the Choice requirements of the ESEA or under a local or state School Choice program. If the LEA has no students who applied for Choice in the 2012-13 school year, provide an explanation in the Activities Comment box.
2 Enter the Number of Students who Transferred to Attend a Non-PI School under ESEA from PI schools Year 1 and beyond in the 2012-13 school year under the Choice requirements of the ESEA.

The number of students who transferred cannot be larger than the number of students who applied in step 1.

3 Enter the Number of Students who Transferred to Attend a Non-PI School under a Local or State School Choice Program from PI schools Year 1 and beyond in the 2012-13 school year. A local or state school choice program may include such programs as district open enrollment, parent empowerment act, magnet schools, alternative schools of choice, unsafe school choice options, etc. The school of Choice cannot be in PI.
4 Enter the Number of Students who applied for SES in the 2012-13 school year under the SES requirements of the ESEA. LEAs that have been granted a waiver by the SBE to provide SES in PI Year 1 schools in addition to Choice can include student participating numbers and funds expended and encumbered towards meeting the 20 percent obligation in the 2012-13 school year. In addition, PI Year 1 schools that are providing SES instead of Choice due to lack of capacities can also include student participation numbers and funds expended and encumbered for providing SES and count the funds toward meeting the 20 percent obligation.

Error Message: Students who applied for SES only applies to LEAs with PI Schools in year 2 or higher.

5 Enter the Number of Students who Received SES in the 2012-13 school year under the SES requirements of the ESEA.

LEAs that have been granted a waiver by the SBE to provide SES in PI Year 1 schools in addition to Choice can include student participating numbers and funds expended and encumbered towards meeting the 20 percent obligation in the 2012-13 school year. In addition, PI Year 1 schools that are providing SES instead of Choice due to lack of capacities can also include student participation numbers and funds expended and encumbered for providing SES and count the funds toward meeting the 20 percent obligation.

Error Message: The number of students who received SES services cannot be greater than the number of students who applied.

6 Provide an explanation in the Activities Comment box, if the LEA has no eligible students who applied for or received SES. Error Message: A comment is required clarifying why no program improvement activities have occurred.

Reason: If the sum of all activities is zero the LEA is required to provide a comment.

If the LEA has not incurred any expenditure or has not encumbered any funds for transportation costs but the LEA does have students who transferred from PI schools to non-PI schools, the LEA must provide an explanation in the Expenditures Comment box.
2 Enter the Choice Transportation using Non-Title I Part A Funds the LEA expended and encumbered for transportation costs for eligible students who transferred from PI schools Year 1 and beyond to non-PI schools under the Choice requirements of the ESEA in the 2012-13 school year. Provide the SES using Non-Title I Part A Funds the LEA expended and encumbered to pay for approved providers that provided or are providing SES to eligible students in PI schools Year 2 and beyond in the 2012-13 school year.

Error Message: Non-Title I Part A SES expenditures only applies to LEAs with PI Schools in year 2 or higher.

5 Enter the Parent Outreach using Title I Part A Funds for Choice and SES. To count such funds towards meeting the 20 percent obligation LEAs are allowed up to an amount equal to 0.2 percent of their 2012-13 Title I Part A allocation (equal to 1 percent of its 20 percent obligation).
6 Enter the Parent Outreach using Non-Title I Part A Funds for Choice and SES. Provide the Parent Outreach using Non-Title I Part A Funds for Choice and SES.
7 Provide an explanation in the Expenditures Comment box if the LEA has not incurred any expenditure or has not encumbered any funds to pay approved SES providers, but the LEA does have students who received or are receiving SES in the 2012-13 school year.

Error Message: A comment is required clarifying why no program improvement expenditures or encumbrances have occurred.

Reason: If the sum of all Title I and non-Title I expenditures is zero the LEA is required to provide a comment.
