Data Collection Purpose
To report LEA required reservations before distributing funds to schools, and to calculate and report nonprofit private school set-aside values.
Prerequisite Data
The user must provide the number of Total Participating Attendance Area Low Income Students. For more information see Procedures Step 1 (below).
The user must know the amount of the LEA’s Title I Part A allocation plus transfers in to calculate the 20 percent set-aside for Public School Choice Transportation (Choice) and Supplemental Educational Services (SES).
The user must know the amount of the LEA’s Title I Part A allocation plus carryover and transfers in to calculate the 10 percent set-aside for PI Professional Development, if applicable.Guidance
The reservations for:
- Parent Involvement
- PI Schools and LEA
- Homeless Children
are for activities or services that constitute professional development for staff and direct services to students only.
The reservations for:
- Local Institutions for Neglected Children
- Local Institutions for Delinquent Children
- Neglected or Delinquent Children in Community Day School Programs
are for direct services as well as indirect services to eligible Title I Part A students.
Because the reservation of funds by an LEA, unless required by law, will reduce the funds available for distribution to school sites, the LEA must consult with teachers, pupil services personnel (where appropriate), principals, and parents of children in participating schools to determine the amount of funds needed to be reserved. This issue must also be part of the consultation with private school officials.
Set-asides for equitable participation of private schools do not apply to funds reserved for program improvement activities.How to obtain the Number of Low Income Students residing in participating Title I attendance areas of the district
The Total Participating Attendance Area Low Income Students residing in participating Title I attendance areas of the district may be obtained from the Title I Part A School Allocations data collection using the following method:
- Skip this step (Step 1) of the Title I Part A Reservations, Required data collection and complete the remainder of the collection and the Title I Part A Reservations, Allowed data collection. Non-Profit Private School set-aside amounts will not show at this point, but this can be overlooked for now. Open the Title I Part A School Allocations data collection. There are three methods to obtain the Total Participating Attendance Area Low Income Students residing in participating Title I attendance areas of the district.
- The first method is to manually total the figures in the Low Income Students column. The final sum will be the low income student number.
- A second method is to enter the amount of $1.00 into the $ per Low Income Student (0.00) column for each school in the district that has a low income student count. Save the collection. Once the collection has been saved the sum of Title I participating schools low income student count will be displayed toward the bottom of the page.
- The third method is to download the schools template. When the Excel document opens, left-click and hold on the first figure in the Low Income Students column. While holding the left mouse button down, drag down the rest of the column plus one additional empty cell. Release the left button. Press and hold the ALT key on the keyboard while pressing the “=” sign on the keyboard (ALT+=). The sum of the highlighted column will appear in the empty cell at the bottom of the column. This is the low income student number.
- Go to Step 1 of the Title I Part A Reservations, Required data collection and enter the low income student number into the Total Participating Attendance Area Low Income Students data field. Click Recalculate. Save the data collection. Non-Profit Private School set-aside amounts will now display in the collection.
- Go to the Title I Part A Reservations, Allowed data collection. Click the Recalculate button. Save the data collection. The Non-Profit Private School amounts will now display in the collection.

Title I Part A Adjusted Allocation: Displayed data from the Title I Part A LEA Allocations data collection.
Parental Involvement: Displayed data calculated as 1 percent of the entitlement plus transfers-in if greater than $500,000. This amount is calculated on the basis of the LEA’s Title I Part A allocation plus transfers in prior to adding in the Carryover. An LEA that receives a Title I Part A allocation of greater than $500,000 must reserve not less than one percent of its Title I Part A allocation to carry out the provisions of ESEA Section 1118[a][3][A] “Parental Involvement.” For more information, see the Program Guidance document.
