Instructions: Title I Reservations, Required

Consolidated Application, Winter Release program instructions for the 2012-13 Title I Part A Reservations, Required.
Data Collection Purpose

To report LEA required reservations before distributing funds to schools, and to calculate and report nonprofit private school set-aside values.


Prerequisite Data

The user must provide the number of Total Participating Attendance Area Low Income Students. For more information see Procedures Step 1 (below).

The user must know the amount of the LEA’s Title I Part A allocation plus transfers in to calculate the 20 percent set-aside for Public School Choice Transportation (Choice) and Supplemental Educational Services (SES).

The user must know the amount of the LEA’s Title I Part A allocation plus carryover and transfers in to calculate the 10 percent set-aside for PI Professional Development, if applicable.
Guidance

The reservations for:

are for activities or services that constitute professional development for staff and direct services to students only.

The reservations for:

are for direct services as well as indirect services to eligible Title I Part A students.

Because the reservation of funds by an LEA, unless required by law, will reduce the funds available for distribution to school sites, the LEA must consult with teachers, pupil services personnel (where appropriate), principals, and parents of children in participating schools to determine the amount of funds needed to be reserved. This issue must also be part of the consultation with private school officials.

Set-asides for equitable participation of private schools do not apply to funds reserved for program improvement activities.

How to obtain the Number of Low Income Students residing in participating Title I attendance areas of the district

The Total Participating Attendance Area Low Income Students residing in participating Title I attendance areas of the district may be obtained from the Title I Part A School Allocations data collection using the following method:

  1. Skip this step (Step 1) of the Title I Part A Reservations, Required data collection and complete the remainder of the collection and the Title I Part A Reservations, Allowed data collection. Non-Profit Private School set-aside amounts will not show at this point, but this can be overlooked for now. Open the Title I Part A School Allocations data collection. There are three methods to obtain the Total Participating Attendance Area Low Income Students residing in participating Title I attendance areas of the district.
    1.  The first method is to manually total the figures in the Low Income Students column. The final sum will be the low income student number.
    2. A second method is to enter the amount of $1.00 into the $ per Low Income Student (0.00) column for each school in the district that has a low income student count. Save the collection. Once the collection has been saved the sum of Title I participating schools low income student count will be displayed toward the bottom of the page.
    3. The third method is to download the schools template. When the Excel document opens, left-click and hold on the first figure in the Low Income Students column. While holding the left mouse button down, drag down the rest of the column plus one additional empty cell. Release the left button. Press and hold the ALT key on the keyboard while pressing the “=” sign on the keyboard (ALT+=). The sum of the highlighted column will appear in the empty cell at the bottom of the column. This is the low income student number.
  2. Go to Step 1 of the Title I Part A Reservations, Required data collection and enter the low income student number into the Total Participating Attendance Area Low Income Students data field. Click Recalculate. Save the data collection. Non-Profit Private School set-aside amounts will now display in the collection.
  3. Go to the Title I Part A Reservations, Allowed data collection. Click the Recalculate button. Save the data collection. The Non-Profit Private School amounts will now display in the collection.

Enter the Total Participating Attendance Area Low Income Students residing in participating Title I attendance areas of the district. This includes the number of low income students who attend nonprofit private schools.

Provide the count of low income students from the attendance area of the Title I public schools, including the number of low income students who are attending nonprofit private schools participating in the Title I program.

If this number is not readily available, this number may be obtained from the Title I Part A School Allocations data collection.

For instructions on how to obtain the Number of Low Income Students residing in participating Title I attendance areas of the district, please see the Guidance above.

Error Message: Number of public school low income student count must be greater than zero. School Student Counts sum of low income student counts is greater than zero.

Reason: If School Student Counts, Projected sum of low income student count is greater than zero, the value entered cannot be zero.

Error Message: The LEA has one or more nonprofit private schools participating in Title I Part A equitable services and has no low income student count. Low income student counts must be entered in the Title I Part A Nonprofit Private School Participation data entry form.

Reason: The LEA has one or more nonprofit private schools participating in Title I Part A equitable services and has no low income student count. Low income student counts must be entered in the Title I Part A Nonprofit Private School Participation data entry form.


Preloaded Data

Percent of Nonprofit Private School Low Income Students for Equitable Service Calculations: Displayed data will be calculated as the percent of Nonprofit Participating Attendance Area Low Income Students.

Title I Part A Adjusted Allocation: Displayed data from the Title I Part A LEA Allocations data collection.

Parental Involvement: Displayed data calculated as 1 percent of the entitlement plus transfers-in if greater than $500,000. This amount is calculated on the basis of the LEA’s Title I Part A allocation plus transfers in prior to adding in the Carryover. An LEA that receives a Title I Part A allocation of greater than $500,000 must reserve not less than one percent of its Title I Part A allocation to carry out the provisions of ESEA Section 1118[a][3][A] “Parental Involvement.” For more information, see the Program Guidance document.

Enter a Supplemental Parental Involvement amount. (Optional).

An LEA that receives a Title I Part A allocation of $500,000 or less may reserve a discretionary set-aside for Parental Involvement.

An LEA that receives a Title I Part A allocation greater than $500,000 may also reserve a discretionary set-aside for Parental Involvement in addition to the mandated 1 percent of its Title I Part A allocation (after transfers and prior to carryover).

The discretionary set-aside is not included in the calculation for Public School Parental Involvement.

Preloaded Data

Nonprofit Private School Parent Involvement Set-aside: Displayed data will be calculated based on the Percent of Nonprofit Private School Low Income Students for Equitable Service Calculations.

Amount Remaining: Displayed data that is the balance of funds reserved for Parent Involvement after subtracting the amount for Parent Involvement activities for the parents of private school participants.

Enter the Public School Parental Involvement. An LEA that receives a Title I Part A allocation greater than $500,000 may reserve an amount larger than one percent of its Title I Part A allocation (after transfers and prior to carryover).

The “95 percent of ‘Amount Remaining’” must apply to the balance of the one percent after funds for private school set-aside for parents have been deducted.

Error Message: Public school parental involvement amount cannot be greater than the original parent involvement amount.

Reason: Public school parent involvement amount cannot be greater than the original parental involvement amount.

Indicate whether the LEA has institutions to serve neglected children. Neglected children are defined as those that are wards of the court due to abandonment, abuse or neglect by parents or guardians. These students reside in licensed 24-hour care facilities such as group homes and shelters.

Error Message: Neglected Institution is a required field. Either Y or N must be selected.

Reason: If an LEA is not a direct funded charter this field is a required
field.

Enter the amount of Title I Part A funds needed to provide Direct or Indirect Services in Local Institutions for Neglected Children comparable to those received by students who attend Title I funded schools. Under ESEA Section 1113(c)(3)(B) and (C) LEAs are required to reserve funds to provide services for neglected children that are comparable to those received by students who attend Title I funded schools. For more information, please see the Program Guidance document.

Error Message: LEA has local institutions for neglected children or children currently classified as neglected. The amount reserved for neglected children must be greater than zero.

Reason: If the neglected institutions flag is yes, Neglected Children Amount must be greater than zero.

Click on the appropriate Local Delinquent Institutions button, to indicate whether the LEA has institutions to serve delinquent children.

Delinquent children are those connected to the juvenile justice system and reside in 24-hour care facilities such as group homes and correctional institutions.

Error Message: LEA has local institutions for delinquent children and did not receive a Title I Part D entitlement. The amount reserved for neglected delinquent services must be greater than zero.

Reason: If the delinquent institutions flag is yes, and the LEA did not receive a Title I Part D entitlement, Other Neglected Or Delinquent Services Amount must be greater than zero.

Error Message: Delinquent Institution is a required field. Either Y or N must be selected.

Reason: If an LEA is not a direct funded charter this field is required field.

Enter an amount to be reserved from Title I Part A (Basic Grant), to pay for PI schools Parent Outreach and Assistance for Choice and SES.
The maximum amount is capped at 0.2 percent of the LEA’s total Title I Part A allocation or 1 percent of the 20 percent obligation (1 percent cap). For more information, please see the program Guidance document.

Error Message: Parent Outreach and Assistance for Choice and SES cannot be greater than .2 percent of the total entitlement after transfers.

Reason: The Parent Outreach and Assistance for Choice and SES amount must be equal to or less than .2 percent of the entitlement after transfers.

Click on the appropriate Professional Development Funds button to indicate whether the LEA will use PI school-level professional development funds to help meet the LEA 10 percent minimum professional development requirement. Error Message: PI Professional Development funds only apply to LEAs in PI Years 1 and 2.

Enter the 2011-12 PI Professional Development Carryover. Any funds that the LEA reserved for professional development in SY 2011-12 but did not use that year, must be carried over into SY 2012-13 and used for professional development activities. These carryover funds may not be used for other Title I purposes.

Error Message: 2010-11 PI professional development carryover only applies to LEAs in PI.

Reason: Prior Year PI Professional development carryover is not relevant to LEAs not in PI.
