Instructions: EIA School Funding Plan

Consolidated Application, Spring Release program instructions for the 2013-14 Economic Impact Aid (EIA) School Funding Plan.
Data Collection Purpose

If the local educational agency (LEA) is operating a State Compensatory Education (SCE) program, District Advisory Committee (DAC) review is required based on Education Code (EC) , sections 35147 (c), 62002.5, and 64001 (a).

Based on information provided in the School Student Counts data collection, the table below provides eligibility and ranking information.

Funding selections made below define the LEA's EIA Intra-District Plan. If the LEA will be allocating SCE funds, based on SCE Eligibility and Ranking, select schools to fund by placing a check in the SCE Fund column.


Guidance

DAC: Shall include broad representation of the parent population served by this district or school respectively including socioeconomic and ethnic groups represented in the district or school attendance area. (California Code of Regulations Title 5, Section 4423)

If a school grade level configuration is modified the LEA must initiate the California School Directory Database change process located at the California Department of Education (CDE) Schools and Districts Web page. The proper form may be found under the section "School and District Updates," "School Forms," then select "Change Request for a California School Directory Database Code" (form CDS02). This form must be submitted to the CDE per instructions.

Enter the DAC Representative’s Full Name. Provide the DAC Representative’s full name.

Error Message: If the DAC review date is not blank, the DAC representative's full name is required.

Resolution: Enter the DAC representative’s name.

Enter DAC Review Date. The LEA must provide an opportunity for the committee to review the EIA School Allocation plan prior to the local board meeting. (EC Section
64001 [a])

Error Message: The DAC review date must be on or before the local governing board approval date.

Resolution: Ensure that the DAC had the opportunity to review the ConApp before the local governing board meeting.

Enter the Meeting Minutes Web Address. If a web address is not available, the LEA must keep minutes on file which indicate that the application was reviewed by the committee.

Enter a Comment if the committee did not review. Indicate the date(s) of meetings held to provide input, along with any screen.

Error Message: The DAC review date is blank; a comment must be entered providing an explanation.

Resolution: If the DAC review date is blank, a comment must be entered providing an explanation of why review was not obtained or that review is not applicable.

School Name and School Code: These are displayed using source data from the CDE California School Directory Web page.

Grade Span Group: The number 1, 2, or 3 displayed in this column identifies the grade span designation for each school. This designation is brought forward from the School Student Counts, Projected data collection. Grade span 1 is for elementary grades, grade span 2 is for middle grades, and grade span 3 is for high schools. For more information, see the School Grade Span Assignment table in the CDE School Grade Span Assignment Web page.


The columns displayed may vary based on the selections made in School Student Counts, Projected.

Projected Low Income Students: Displayed data that was entered on the School Student Counts, Projected data collection screen.

Low Income Percent: Displayed data that was calculated from data entered on the School Student Counts, Projected data collection.

Projected LEP Students: Displayed data that was entered on the School Student Counts, Projected data collection.

LEP Percent: Displayed data that was calculated from data entered on the School Student Counts, Projected data collection.

Projected Educationally Disadvantaged Youth (EDY) Students: Displayed data that was entered on the School Student Counts, Projected data collection.

EDY Percent: Displayed data that was calculated from data entered on the School Student Counts, Projected data collection.

Projected SCE Students: Displayed data that was entered on the School Student Counts, Projected data collection.

SCE percent: Displayed data that was calculated from data entered on the School Student Counts, Projected data collection.

Ranking: Displayed data that was calculated from data entered on the School Student Counts, Projected data collection. The Ranking is not used to determine eligibility for EIA funds. Schools are eligible for funding using the EIA/SCE method when any one or more of the following conditions apply:

Click the SCE Fund box if this school is SCE Funded. Note: If the LEA has opted to fund LEP students only, no additional action or data entry is required for the EIA School Allocation Plan. The Plan should be saved in order to certify the data collection.

Error Message: School: is not eligible for SCE funding.

Resolution: A school must meet SCE eligibility requirements before an LEA can elect to allocate EIA/SCE funds.

Error Message: A school with priority ranking above (School) was skipped for SCE funding.

Resolution: A LEA cannot skip a school, or not fund a school, with a higher priority ranking.

Error Message Resolution
The DAC review date is blank, a comment must be entered providing an explanation. If the DAC review date is blank, a comment must be entered providing an explanation of why approval was not obtained or that approval is not applicable.
An LEA cannot skip a school, or not fund a school, with a higher priority ranking. Schools must be served in rank order.
If the DAC review date is not blank, the DAC representative's full name is required. Enter the DAC representative’s name.
The DAC review date must be on or before the local governing board approval date. Ensure that the DAC had the opportunity to review the ConApp before the local governing board meeting.
A school must meet SCE eligibility requirements (Low Income >= 25 percent or LEP >= 25 percent or EDY>=50 percent) before an LEA can elect to allocate EIA/SCE funds. Ensure that only eligible schools are selected to receive funds.
The allowable date range for fiscal year 2014–15 is 04/01/14 to 06/30/15. Ensure that the date is correct.
The DAC review date must be on or before the local governing board approval date. If the date field is not blank, the DAC approval date cannot be after the local board approval date.
School: is missing. For districts, all non-charter schools must be submitted. For COEs, all juvenile court schools must be submitted. A school level record is missing for this data collection, if this error message displays verify the school record exists then reload the school file. This may occur if a batch file is missing a school or the expected school list used for the display list is different than the school list used for the rule.
School: is not eligible for SCE funding. A school must meet SCE eligibility requirements before an LEA can elect to allocate EIA/SCE funds.
This LEA has selected to fund SCE and LEP. One or more schools are eligible for SCE, but there are SCE Fund values missing. You may need to save and certify the EIA School Funding Plan again.
