Instructions: Homeless Policy and Requirements

Consolidated Application, Spring Release program instructions for the 2012-13 Homeless Policy, Requirements and Implementation.
Data Collection Purpose

The purpose of this data collection is to meet federal requirements specified in 42 USC 11431 et seq. and ESEA Section 722. This collection will include 1) monitoring LEAs and their compliance with key provisions of the McKinney-Vento Homeless Assistance Act and 2) collecting contact information for each required designated LEA’s homeless liaison.

The 42 USC 11432 (f)(1) states that the Coordinator for Education of Homeless Children and Youths established in each State shall gather reliable, valid, and comprehensive information on the nature and extent of the problems homeless children and youths have in gaining access to public schools.

Homeless Liaison Contact Information
Step Action Program Instructions
1 Provide the First Name of the LEA’s homeless liaison.

The LEA must provide the first name of the homeless liaison.

2 Provide the Last Name of the LEA’s homeless liaison.

The LEA must provide the last name of the homeless liaison.

3 Provide the Title of the LEA’s homeless liaison. The LEA must provide the title of the homeless liaison.
4 Provide the E-mail of the LEA’s homeless liaison. The LEA must provide the e-mail address of the LEA’s homeless liaison.
5 Provide the Telephone Number of the LEA’s homeless liaison. The LEA must provide the telephone number of the homeless liaison.
Homeless Education Policy
Step Action Program Instructions
6 Select the appropriate button to indicate whether the LEA has a Written Homeless Education Policy. The LEA must select yes or no.
7 Provide a Comment if there is no written policy. Please explain why the LEA-level homeless education policy does not exist.

Error Message: If homeless policy button is No, then this is a required field.

Resolution: Enter a comment if there is no homeless policy.

8 Enter the LEA Board Approval Date of the homeless education policy. The LEA must enter a date.

Error Message: If homeless policy is Yes, then a date must be entered.

Resolution: Enter the board approval date if there is a homeless policy.

9 Select the Yes or No button to indicate LEA Policy Compliance. Select the appropriate button indicating whether or not the LEA disseminates public notice of the educational rights of homeless children and youth.

Error Message: If homeless policy is Yes, then the Yes or No button must be selected.

Resolution: Select the appropriate option.

10 Provide a Comment if the LEA does not disseminate public notice of the educational rights of homeless children and youth. Please explain why the LEA does not disseminate public notice of the educational rights of homeless children and youth.

Error Message: If homeless policy compliance is No, then a comment must be entered.

Resolution: Enter a comment if the homeless policy is not in compliance with the law.

Error Message: An LEA that receives Title I, Part A funds must enter a dollar amount.

Resolution: Enter the amount that was expended or encumbered.

12 Provide a Comment if there were no expenditures or encumbrances.

The LEA must explain why there were no expenditures or encumbrances.

Error Message: If the amount expended or encumbered is equal to zero, a comment is required.

Resolution: Provide a comment if there were no expenditures or encumbrances.
