Instructions: School Student Counts, Projected

Consolidated Application, Spring Release program instructions for the 2013-14 School Student Counts Projected.
Data Collection Purpose

The purpose of this data collection is to allow the local educational agency (LEA) to select ranking and funding options and to enter school level student data. The information entered will be used to calculate eligibility and school ranking for Economic Impact Aid (EIA), or Title I Part A school allocations, or both.

Note: this data collection will not display if the LEA did not apply for either EIA and or Title I Part A.

Note: The columns and student count options displayed on this data entry form are based on the funding selections and the Funding Method selected. They are also displayed based on the school type and whether or not the school qualifies for EIA funding via the Consolidated Application (ConApp).

Click if the LEA wishes to Group Students by Grade Span. Either Yes or No must be selected.

Select a Low income Measure. SSelect a measure from the dropdown list. Note: If the district chooses to create a composite ranking, a poverty rate must be calculated and completed for the ranking option. A description of the methodology for how the ranking was determined must be included in the comment section for this page.

Error Message: A Low Income Measure of Composite was selected.

Resolution: A comment must be entered, providing an explanation of how the LEA is determining its low income student count.

Enter a Comment if a Low Income Measure of Composite was selected. The comment must provide an explanation of the composite.

If the LEA applied for EIA, select a Funding Method option.

Note: this option impacts the school student counts data collected.

Error Message: Funding Method is required.

Resolution: If LEA is applying for EIA, then Funding LEP only is required for Districts and County Office of Education (COEs).

Select the SCE Ranking Method. If the LEA did not apply for EIA, or if the LEA selects Funding Method LEP Only, SCE Ranking Method option will not display.

Error Message: A SCE Ranking Method is missing. Either Count or Percent must be selected.

Resolution: If Funding LEP Only = No, then SCE Ranking Method is required.


Preloaded Data

School Name and School Code: These are displayed using source data from the California School Directory Web page.

Low Grade Offered and High Grade Offered: These are displayed using source data from the California School Directory Web page. If a school grade level configuration from the California School Directory Database needs to be modified the LEA must initiate the California School Directory Database change process located at the CDE Schools and Districts Web page. The proper form may be found under the section "School and District Updates," "School Forms," then select "Change Request for a California School Directory Database Code" (form CDS02). This form must be submitted to the CDE per instructions.

Enter the Grade Span Group if a change is needed. Grade span 1 is for elementary grades, grade span 2 is for middle grades, and grade span 3 is for high schools. A grade span is displayed using source data from the California School Directory Web page. See the School Grade Span Assignment.section in the 2013-14 ConApp Program Guidance.

Preloaded Data

Qualifies for EIA: This is displayed data that is dependent on the type of school. For a district school to qualify it must not be a locally funded charter and must qualify to receive EIA funding via the ConApp. It does not mean the school meets the eligibility requirement. For a county office of education school to qualify it must be a juvenile court school.

Enter the Projected Student Enrollment if a change is needed. Student enrollment prepopulated data are supplied from the 2012–13 ConApp and Reporting System (CARS) School Student Counts, Actuals school enrollment. Included are the numbers of children enrolled in each school, plus the number in each school attendance area that are not enrolled in public schools (e.g., students in private schools, dropouts). More recent data may be used to update student enrollment provided records are maintained to verify revisions.

If the LEA applied for Title I, Part A funds and selects Funding Method LEP Only, enter the Projected Low income Students if a change is needed.

The prepopulated low income is determined by the measure selected on the School Allocation Ranking Determinations screen. The number reflects prior year data submitted in  the 2012–13 CARS School Student Counts, Actuals. More recent data may be used to update student information provided records are maintained to verify revisions.

Error Message: School: must have a Projected Low Income Student Count greater than or equal to 0.

Resolution: The LEA has applied for Title I Part A funds or has elected to allocate SCE funds. This is a required field. A value equal to or greater than zero (0) must be entered.

Error Message: School: the Projected Low Income Count cannot be greater than Projected Enrollment.

Resolution: The Estimated Low Income Count cannot be greater than the total school estimated enrollment count.

If the LEA applied for EIA, enter the Projected LEP Students if a change is needed.

Note: This column will not accept data if the school is a locally funded charter.

If the LEA applied for EIA, and selects Funding Method SCE/LEP, enter the Projected Educationally Disadvantaged Youth (EDY) Students if a change is needed.

Note: This column will not accept data if the school is a locally funded charter.

The number of prepopulated EDY students is supplied from the CARS 2012–13 EIA School Allocations LEA student count. LEAs may use more recent data to update student information provided records are maintained to verify revisions.

Error Message: School: must have a Projected EDY Student Count.

Resolution: Estimated EDY Student Count is required when LEA is applying for EIA and selected LEP Only = N.

Error Message: School: the Projected EDY Count cannot be less than the Projected LEP Count.

Resolution: The Estimated EDY Count cannot be less than the Estimated LEP Count.

Error Message: School: the Projected EDY Count cannot be greater than Projected Enrollment.

Resolution: School: the Projected EDY Count cannot be greater than Projected Enrollment.

Projected SCE Students: This is displayed data that is calculated by the CARS and is the total of the low income, LEP and EDY students.
